Forest Service HVAC replacement and related option work at Tonasket and Republic Ranger Stations

The USDA Forest Service is seeking a designed HVAC replacement and related work at Tonasket Ranger Station, with additional option work at nearby facilities. - Government buyer: U.S. Department of Agriculture (USDA), U.S. Forest Service, Colville National Forest; contracting office identified as USDA-FS CSA Northwest 7. - Base requirement: One lump-sum project at Tonasket Ranger Station Building 2007 in Tonasket, Washington. Assess and design a replacement HVAC system, remove and legally dispose of existing equipment, and install and commission a complete system. Work includes duct and electrical modifications, controls, testing and balancing, independent commissioning, as-built drawings, manuals, and training. - Options: HVAC inspection and maintenance, with replacement pricing for specified heaters and a Haier air conditioner at the Tonasket site; and HVAC and fireplace-related replacement work at Republic Ranger Station Residence 1046. - Key requirements: Licensed mechanical-engineer-sealed design; compliance with applicable codes and cold-climate efficiency requirements; non-proprietary local controls with a building-connected laptop; refrigerant recovery and legal disposal; and work planned around occupied facilities. No make or model is prescribed for the new systems. - Named OEMs/brands in the existing-equipment inventory: RHEEM, CARRIER, TRANE, MITSUBISHI, WESCO, HEATCRAFT, LENNOX, HAIER, and QUADRA-FIRE. These identify inventoried equipment, not required manufacturers for the replacement systems. Some inventoried equipment has an unknown manufacturer. - Performance: 120 calendar days after notice to proceed. The listed options are project work options, not option years.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Part 12.  This announcement constitutes the only solicitation.  Quotations are being requested and a separate written solicitation will not be issued. 

Solicitation number 1240BJ27Q0006 is issued as a Request for Quotation (RFQ) for the replacement of the HVAC system at the Tonasket Ranger Station.  This will not be an HVAC replacement in-kind for the existing system.  The replacement HVAC system shall be designed and installed based upon consideration of current energy standards.  Work includes removal of existing HVAC equipment, delegated design, and installation of new HVAC equipment.

This acquisition  is set-aside for small business concerns.  The applicable North American Industry Classification Standard Code is 238220 Plumbing, Heating, and Air-Conditioning Contractors  The small business size standard is $19,000,000.00  This acquisition is a Total Small Business Set-Aside.  All responsible sources may submit a quotation which will be considered by the agency.
