NAWCAD procurement of Surface Optics SOC-410-DHR reflectance measurement equipment

The U.S. Navy is seeking Surface Optics Corporation equipment for directional hemispherical reflectance measurement. - Government buyer: U.S. Department of the Navy, Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River; listed contact: JaNae Lester. - OEM: Surface Optics Corporation, the named manufacturer and intended sole-source supplier. - Requested items: one 410-DHR Measurement Head (part number 0410-0003), one SOC410 Series Command Module, 120VAC (part number 0410-0053), and one NIST-traceable Specular Gold Calibration Coupon (part number 0410-0101). Together, these components make up the SOC-410-DHR measurement head module system. - Requirements: Firm-fixed-price purchase; delivery is due six weeks after award for each line item. Early and partial shipments are acceptable, with delivery to NAWCAD at Patuxent River, Maryland. - The solicitation indicates an intent to make a sole-source award to Surface Optics Corporation and is set aside for small businesses.

Solicitation Information

All quotes/responses shall be submitted via email to JaNae Lester at janae.a.lester.civ@us.navy.mil no later than Monday, November 9, 2026 @ 2:00 PM EST.  

Solicitation N0042127Q1022 is issued as an intent to sole source.  The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a sole source basis with Surface Optics Corporation for SOC-410-DHR with Measurement Head, Command Module, Calibration Coupon, under the authority implemented by Federal Acquisition Regulation (FAR) by FAR Part 13.106-1(b).   

This procurement is a total set-aside for small business under the authority of FAR Part 52.219-6. 

This is a firm fixed-price procurement; therefore, the offeror’s intial offer should represent the vendor’s best quote in terms of price and technical acceptability. 

Basis for Award

The Government intends to award this on a sole source basis.  All interested parties MUST submit their capabilities and a quote no later than Monday, November 9, 2026 @ 2:00 PM EST.  The Government will make a decision to consider other offers.
