LCPS Building Commissioning Services for School Projects

Loudoun County Public Schools is seeking qualified firms to commission school construction and renovation projects on an as-needed basis. - Government buyer: Loudoun County School Board, operating as Loudoun County Public Schools (LCPS), Department of Business & Financial Services, Procurement and Risk Management Services. - Solicitation: Building Commissioning Services, RFP R27018. No OEMs, manufacturers, or named vendors are identified; no products, product quantities, or product part numbers are requested. - Services: Commissioning support across design, construction, acceptance, and warranty phases for new schools and renovations. Work may include reviewing owner requirements, plans, specifications, and submittals; coordinating site visits; overseeing startup; verifying testing, adjusting, and balancing (TAB); conducting functional and integrated systems testing; tracking issues and reviewing trend logs; and checking operations and maintenance documentation, training, and final reports. - Systems may include building automation, HVAC, refrigeration, life safety, plumbing/service water, emergency power and UPS, communications and paging, lighting and daylighting controls, building envelope, classroom technology, access security, and video surveillance. - Warranty support includes seasonal or deferred testing and a walkthrough at about month 10 of the 12-month project warranty period. - Pricing and limits: Assignments are negotiated as needed and paid hourly or through an approved lump sum. Work is capped at $10 million in aggregate per contract term, with a maximum of $2.5 million per project. LCPS may make multiple awards. - Notable requirement: Personnel who may have direct contact with students must meet the solicitation's criminal-history restrictions.

Description

Loudoun County School Board, operating as Loudoun County Public Schools, is seeking qualified sources to provide professional building commissioning services. The RFP is intended to establish a multiple-term contract through competitive negotiations, with services needed annually for building projects. The contract period is March 1, 2027 through February 29, 2028, with three additional one-year renewal options. Proposals are due November 16, 2026, at 2:00 PM Eastern Time and must be submitted through the LCPS Electronic Bidding System.
