FBI CJIS Campus Window Cleaning, Inspection, and Maintenance Services

The FBI’s CJIS Division is seeking recurring window cleaning, inspection, maintenance, and emergency repair services for its campus in Clarksburg, West Virginia. - Government buyer: Federal Bureau of Investigation (FBI), Criminal Justice Information Services (CJIS) Division. Offices identified include the Finance and Facilities Division, Facilities Management Unit, and Facilities Acquisition Unit; the Contracting Officer is Candice Kesselman. - Scope of services: Annual interior and exterior window cleaning, annual inspections and findings reports, specialized glazing maintenance, and as-needed repairs and replacements. Cleaning covers approximately 230,000 square feet annually, with expanded areas in certain option periods. - Annual cleaning includes the CJIS Main Building, Biometrics Tech Center (BTC), Visitors Center, Service Center, Police Services Building, and Daycare Center. The Main Building is cleaned twice annually; other listed buildings are generally cleaned once annually. - Option 1 adds BTC Stair 6; Option 2 adds approximately 147,000 square feet of BTC interior curtain-wall cores. High dusting and specified light cleaning are also included. - Emergency and repair requirements: Respond within 24 hours to secure damaged or broken window openings. Emergency labor rates are requested by labor category and contract period, but emergency work is separately authorized and funded, with no minimum volume guaranteed. Repairs, replacements, materials, and equipment are quoted and authorized case by case. - Named OEMs and materials: United Plate Glass Company replacement glazing, or equal, must match existing windows. GE Silpruf 2000 Black Caulking is specified for damaged sealant. These are materials within the service scope; no standalone product quantities or part numbers are provided. - Contract structure: Firm-fixed-price recurring services for one base year and four one-year options. Description

The Federal Bureau of Investigation (FBI), Criminal Justice Information Services (CJIS) Division, located in Clarksburg, West Virginia, is issuing this Request for Quotations (RFQ) for commercial Window Maintenance and Cleaning Services.

The requirement includes scheduled interior and exterior window cleaning, annual window inspections, specialized glazing maintenance, and as-needed emergency response and window repairs, as described in the attached Statement of Work (SOW).

This acquisition is a 100% Small Business Set-Aside. The Government anticipates awarding a single Firm-Fixed-Price contract consisting of a base year and four one-year option periods.

Interested vendors shall review the attached RFQ and supporting documents for the complete requirements, site visit information, quotation instructions, evaluation criteria, and submission deadline.

Quotations are due November 18, 2026, at 2:00 PM Eastern Time.
