The City’s parking portfolio includes eight garages, four surface lots, approximately 400 multispace meters, five meter districts, enforcement operations, and residential, daytime, and overnight permit programs. - Notable requirements: Consultants need at least three years of relevant experience and may propose for areas matching their expertise rather than covering every service area. No optional renewals are stated. Work is assigned as needed; listed labor-role hours are annual comparison estimates, not guaranteed work.

Description

The City of Pasadena Transportation Department seeks qualified consulting firms to provide on-call parking consulting services across City parking facilities, meters, permit programs, enforcement, and related assets. Work will be issued through project-specific Task Orders and may include facility assessments and repair design, parking operations studies, technology evaluation, permit and policy review, enforcement support, and construction-phase services. The City anticipates selecting multiple consultant teams for an on-call bench, but bench placement guarantees no minimum or maximum assignments. Contracts have a five-year term or end when $1,000,000 is spent, whichever occurs first, with a per-vendor compensation ceiling of $1,000,000 unless City Council authorizes more.
