Air Force Arbinger leadership training BPA for OO-ALC and geographically separated personnel

The U.S. Air Force is planning a five-year BPA for Arbinger’s proprietary leadership and organizational development training for approximately 900 OO-ALC and geographically separated personnel. - Buyer: Department of the Air Force, Air Force Materiel Command (AFMC), Air Force Sustainment Center (AFSC), office OL:H/PZIMA; requirement supports Ogden Air Logistics Complex (OO-ALC). - Requirement: Arbinger-led courses, authorized instructors, official courseware and materials, and digital sustainment tools. - Developing and Implementing an Outward Mindset (DIOM) - Outward Leadership (OL) - Outward Performance (OP) - Train-the-Trainer certification for DIOM and OP - The Government’s justification states Arbinger exclusively owns and licenses the required curriculum. It intends a sole-source award, while the initial notice allows other responsible sources to submit capability information and proposals for consideration. - Estimated BPA ceiling: $3 million. The ceiling is not a guaranteed purchase amount. - Respondents should identify their business category and whether they are U.S.- or foreign-owned.

Description

The Government requires specialized leadership, organizational culture, and professional development training curriculum and vendor-authorized instructors for training of personnel located at Hill AFB, Utah and geographically dispersed locations.

To meet this need, the following courses onwed and managed by The Arbinger Company are required:

As the original course developer, The Arbinger Company (CAGE: 1UMN6) retains copyright and is the sole authorized distributor of all products and services related to these courses. Because of this, the Government intends to issue a sole-source solicitation/contract to The Arbinger Company.

All responsible sources may submit a capability statement and proposal which shall be considered by this agency.

Respondents to this solicitation shall specify whether the entity is a large business, an 8(a) concern, a women-owned small business, a HUBZone small business, a veteran-owned small business, or a service-disabled veteran-owned small business. Respondents must also specify whether they are a US-owned or foreign-owned firm.
