The U.S. Air Force is conducting market research for cathodic-protection services across its worldwide installations. - Government buyer: United States Air Force, through the Air Force Civil Engineer Center and AFICC 772 Enterprise Sourcing Squadron; the initial notice also identifies Air Force Materiel Command, Air Force Installation and Mission Support Center, and FA8051 772 ESS PKD. - Opportunity: Sources-sought market research for a possible multi-year IDIQ; this is not a solicitation. - Requested services: Inventory, survey, inspect, assess, and document impressed-current and galvanic cathodic-protection systems at approximately 140 USAF installations in CONUS and OCONUS locations. - Covered infrastructure includes fuel storage and distribution systems, pipelines, underground and aboveground tanks, water and gas distribution systems, heating-water lines, waterfront structures, and other protected assets. - Tasks include system checks and measurements, anode-bed surveys, close-interval potential surveys (CIPS), direct-current voltage-gradient (DCVG) surveys, leak surveys, water-tank calibration measurements, and resistance-bond checks. - Requirements: Work must follow UFM 3-570-06, including Chapter 3, and the draft performance work statement. Personnel must hold applicable AMPP/NACE CP2, CP3, and CP4 qualifications; equipment must be calibrated. - Deliverables: Itemized and annual corrosion survey reports, plus CP4-stamped mitigation and repair plans. Reports are due within 30 days after fieldwork. Infrastructure and vulnerability information must be handled as CUI. - OEMs and vendors: No product manufacturers, OEMs, or vendors are named. No products, part numbers, or fixed service quantities are specified.
Description
Please see attached Sources Sought for USAF Cathodic Protection Survey, Inventory, and Assesment Services.
Installations utilize various Cathodic Protection (CP) systems—both Impressed Current (ICCP) and Galvanic (Sacrificial)—to prevent the corrosion of critical underground and submerged metallic infrastructure (e.g., fuel lines, water tanks, distribution piping).
The objective of this contract is to procure certified NACE/AMPP corrosion technical services to execute the rigorous schedule of inventory, surveys, assessments, and record-keeping mandated by UFM 3-570-06, Chapter 3 (Operation and Maintenance).
