The National Heart, Lung, and Blood Institute (NHLBI) seeks a Scientific Coordinating Center for its PREEMPT-PF pulmonary fibrosis research program. - Government buyer: NHLBI, an institute within the National Institutes of Health; the work supports the NHLBI-SI initiative. - Requested service: Establish and operate the PREEMPT-PF Scientific Coordinating Center (SCC), including program infrastructure, scientific leadership support, recruitment coordination, data collection and analytics, data quality, workforce development, and integration with other NHLBI-SI components. - Scientific support: Provide precision-medicine expertise and, with SICC support, solicit and manage mechanistic pilot projects. Clinical research projects are expected to be solicited separately. - Program focus: Apply deep phenotyping, systems biology, clinical epidemiology, imaging, and existing and new data to study progression from healthy lung to pulmonary fibrosis and identify risk factors, biomarkers, and therapeutic targets. - Important requirements: Provide an operational plan with measurable milestones and completion criteria, data management and sharing plans, security and privacy protections, relevant experience, and a three-year budget. Open-source or unlimited non-commercial rights for software and related technical materials are encouraged. - Funding context: NHLBI has committed $20 million over three years to PREEMPT-PF; this is program funding and is not necessarily the value of the SCC award. - OEMs and vendors: No commercial vendors or product manufacturers are identified. No product quantities or part numbers are specified.

Description

The opportunity seeks a Scientific Coordinating Center to establish PREEMPT-PF infrastructure and programmatic goals, provide scientific oversight, and support recruitment, data collection, analytics, data quality, and workforce development. The center will integrate PREEMPT-PF into NHLBI-SI components, provide precision-medicine expertise, and, with support from the SICC, solicit and manage mechanistic pilot projects. PREEMPT-PF uses deep phenotyping and systems biology to study the transition from healthy lung to progressive pulmonary fibrosis and identify risk factors, biomarkers, and therapeutic targets. NHLBI committed $20 million over three years; the anticipated award term is three years, with a start date in June 2026. The solicitation is closed to new applicants and uses a two-stage process beginning with Letters of Request.
