DCMA awarded a task order to sustain its ServiceNow enterprise platform and implement 17 new mission and business capabilities. - Scope: Continuous operations and maintenance of DCMA’s existing ServiceNow Impact Level 4 and Impact Level 5 environment, including the mission-critical Unmanned Aircraft Systems (UAS) “Blue List,” IT Service Management (ITSM), and Strategic Portfolio Management (SPM). - Platform support: Platform health monitoring, security patching, version upgrades, and Tier 2/3 technical support. - Expansion: Design, development, testing, deployment, implementation, and configuration of 17 capabilities. Named capability areas include Facilities/CAFM, FMS Budget Tracking, GC Fraud Detection (ICM), HRSD, and ITOM/HAM/SAM. - Software: ServiceNow subscription units and licenses are included for the new capabilities and are to be acquired through the DoD ESI BPA. Specific license quantities and part numbers are not provided. - Contract structure: New firm-fixed-price task order under the DoD ESI BPA. The acquisition is described as limited-source because it depends on DCMA’s existing proprietary ServiceNow environment. - Performance period: One-year base period anticipated from September 30, 2026, through September 29, 2027, with four one-year option periods.
Description
The Government requires comprehensive services to sustain, operate, and expand its existing, accredited ServiceNow Impact Level 4 (IL4) and Impact Level 5 (IL5) enterprise platform. The required services and supplies are broken into three main efforts: a. Platform Sustainment and Operations: Provide continuous, uninterrupted O&M and sustainment support for the entire DCMA ServiceNow enterprise footprint. This includes the existing baseline applications—most notably the mission-critical Unmanned Aircraft Systems (UAS) “Blue List”—as well as IT Service Management (ITSM), and Strategic Portfolio Management (SPM). This effort covers platform health monitoring, security patching, version upgrades, and Tier 2/3 technical support. b. Capability Expansion and Implementation: Provide the specialized implementation and configuration services to design, develop, test, and deploy seventeen (17) new mission and business capabilities natively within the ServiceNow platform. This modernization effort will replace fragmented, manual, and legacy business processes. c. Software Licensing: Procure the necessary ServiceNow software subscription units (SUs) and licenses required to operate the new modules, acquired via the DoD ESI BPA.
