Utah is seeking a statewide contractor to provide oxygen concentrators and respiratory support for Medicaid members. - Government buyer: State of Utah Division of Purchasing, procuring for the Utah Department of Health and Human Services (DHHS), Utah Medicaid. - OEMs and vendors: No oxygen-concentrator OEM or equipment vendor is identified. Other prescribed respiratory equipment may include ventilators, CPAP, BiPAP, and pulse oximeters. - Concentrator requirements: Oxygen flow of 1–10 liters per minute, oxygen concentration of at least 85% at the prescribed flow, required pressure, power-failure and low-oxygen alarms, 120V/60Hz operation, hour meter and concentration indicator, wheels, FDA quality-system compliance, noise of 60 dB or less, power use of no more than 600 watts, weight of 60 pounds or less, and double insulation. - Required services: Statewide delivery, installation, rental, preventive maintenance, repair and replacement; member and caregiver training; respiratory assessments and follow-up; claims and billing; performance reporting; and 24/7 telephone support. - Notable service requirements: Respond at the member’s residence within six hours for new or malfunctioning equipment, with faster action when needed to avoid a life-threatening interruption. Provide a telephone response within 15 minutes, maintain backup oxygen for at least three times the anticipated response time, and staff with Utah-licensed CRTTs or RRTs at a minimum of one per 200 concentrators in use. - Other requirements: Maintain qualified statewide support around the clock, provide a written emergency-management plan, demonstrate at least two years of relevant experience, hold required licenses and credentials, and ensure continuity of service during a contractor transition. For members under 21, comply with EPSDT requirements.
Description
The RFP seeks one qualified Offeror to rent oxygen concentrators and provide associated equipment, supplies, and maintenance to eligible, enrolled Utah Medicaid Members statewide. When a concentrator is ordered, the awarded Offeror must also provide other respiratory equipment or supplies ordered by a treating Practitioner, such as ventilators, CPAP, BiPAP, pulse oximeters, and backup or portable oxygen; certain items are separately reportable and reimbursed under the Medicaid fee schedule. The solicitation specifies a five-year contract term and requires the vendor to guarantee pricing for one year. Mandatory requirements include statewide service, 24-hour support, urgent service within six hours, respiratory therapy staffing, backup oxygen, at least two years of recent experience, and required licensure.
