The Department of the Navy’s Naval Surface Warfare Center Indian Head Division (NSWC IHD) is seeking quotes to manufacture M93 hardware for Aviation Critical Safety Items. - Buyer: Department of the Navy, Naval Surface Warfare Center Indian Head Division (NSWC IHD). - OEMs and vendors: No OEM or commercial vendor is named. The solicitation requires the specified brand and government-drawing requirements in the Statement of Work. - Production items: 400 Body, Delay units (drawing 8594081 Rev. P); 135 Retainer, Ignition Device units (drawing 8594083 Rev. R); and 235 Aluminum Gaskets (drawing 8594082 Rev. L). - First Article Test (FAT) samples: 5 Body, Delay units and 5 Retainer, Ignition Device units. FAT samples are conditional on prior deliveries using the same drawing numbers. - Documentation: One set of CDRLs A001–A005, covering dimensional inspection, completion/compliance, non-nuclear material certification, inspection and test planning, and variance requests. - Notable requirements: Manufacture to government drawings; inspect, certify, package, and deliver items to NSWC IHD. Technical drawings require a separate request and ITAR certification. Offerors must have an active CMMC Level 1 self-assessment recorded in SPRS. - Procurement approach: Total small-business set-aside; award is planned on a lowest-price-technically-acceptable basis.

Description

General Information This is a solicitation for non-commercial products prepared in accordance with the format in Federal Acquisition Regulation (FAR)/Revolutionary FAR Overhaul (RFO) Subpart 13 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a separate written solicitation will not be issued.

Naval Surface Warfare Center Indian Head Division (NSWC IHD), located in Indian Head, Maryland, intends to award a firm-fixed-price (FFP) purchase order using Simplified Acquisition Procedures for Body, Retainer, and Gasket parts. This solicitation will be competed as a total small business set-aside.

Solicitation Details Quotes are being requested under Request for Quotations (RFQ) N0017426Q1120. The applicable North American Industry Classification System (NAICS) code is 332710 and the associated small business size standard is 500 employees.

The solicitation document and incorporated provisions and clauses are those in effect through the FAR/RFO. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 2026-01 and the Defense Federal Acquisition Regulation Supplement (DFARS) DPN 20260507.

Technical Drawings

If interested, technical drawings need to be requested by contractor prior to submission date. ITAR certification is required to be provided prior to technical drawing release.  Drawing requests must be made via email to deanna.l.wilson27.civ@us.navy.mil by Friday, 23 October 2026, 10:00 AM EST. Drawings will be send via DoD Safe.

Cybersecurity Compliance Requirement (CMMC Level 1): For purposes of technically acceptability, the Offeror shall submit documentation verifying an active CMMC Level 1 Self-Assessment recorded in the Supplier Performance Risk System (SPRS). If the Offeror does not possess an active SPRS entry at the time of proposal submission, the Offeror will not be deemed technically acceptable. 

Basis for Award The Government will award a purchase order resulting from this solicitation to the responsible vendor whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The Government intends to evaluate all timely quotes received from eligible vendors on a Lowest Price Technically Acceptable (LPTA) basis. The Government intends to evaluate quotations and award a purchase order without discussion.

Evaluation Factors:

Technical: Quotes must reflect the required specifications and the exact brand specified in the Statement of Work. Price: Quotes must include all applicable costs, including shipping and handling.

Submission Instructions Quote packages are due by November 6th, 2026, at 10:00 AM EST. Late quotes will not be considered. Quote packages shall be sent via email to deanna.l.wilson27.civ@us.navy.mil and must contain a cover sheet that provides the following information:
