The North Carolina Department of Adult Correction is seeking a consulting partner to assess and improve the structure of its back-office support functions. - Government buyer: State of North Carolina, Department of Adult Correction (NCDAC), Division of Purchasing; work is primarily at NCDAC headquarters in Raleigh, with remote work as agreed. - OEMs and vendors: No product OEMs or specific consulting vendors are named in the opportunity; this is a professional-services procurement. - Requested services: - Establish a baseline of in-scope teams, costs, outputs, spans of control, and management layers, with comparisons to functional benchmarks. - Develop targets and model two to three costed structural options for each function, including position-level effects, recurring cost impact, risks, and implementation considerations. - Recommend a future-state structure and create a sequenced implementation plan, including position actions, HR processes, communications, playbooks, and guidance through the first implementation wave. - Provide separately priced optional Phase II support to complete remaining actions and improve operating models in key units. - Scope limits: Excludes correctional custody posts, field supervision, direct clinical staff, educators and program-delivery staff, and Correction Enterprises production staff. - Requirements and deliverables: Recommendations must account for service continuity, statutory requirements, vacancies, attrition, and implementation impacts. Deliverables include validated baseline analyses, costed options, a recommended structure, a risk and mitigation assessment, and an actionable implementation plan. - Products and quantities: No products, part numbers, or product quantities are specified.

Description

The approximately 20-week engagement excludes custody, community supervision, and direct clinical staffing, and includes a plan and support for initial implementation. A separately priced option is requested for additional support to complete the recommended actions and implement operating model improvements in key units. Work will be performed primarily at Department headquarters in Raleigh, North Carolina, and remotely as agreed.
