Mesa Public Schools is seeking an integrated CAD and RMS solution for security operations across its 80-campus K–12 district. - Government buyer: Mesa Public Schools (Mesa Unified School District No. 4), Safety and Security Department; Purchasing Department. - Requested solution: District-wide Computer-Aided Dispatch (CAD) and Records Management System (RMS) software, with implementation, training, ongoing support, integrations, campus mapping, and any required equipment. No CAD/RMS OEM, part numbers, fixed quantities, or prices are specified. - Users and scale: Support 14 patrol officers, 23 secondary-school dispatchers, and 95 campus security officers. Campus security officers need limited RMS access rather than full dispatch functions; the district has 80 campuses. - Core capabilities: Call entry and prioritization, unit recommendations and status tracking, real-time vehicle location/AVL, campus maps and floor plans, mobile access, notifications, incident reporting and approvals, patrol logs, searchable records, reporting, and analytics. - Named platforms and identity requirements: The district prefers integrations with Zonar, InformaCast, and Synergy; proposals should identify existing integrations and any development needed. Microsoft Entra ID is specified for SSO, MFA, and Conditional Access using OIDC and/or SAML 2.0. - Notable technical and security requirements: FERPA-aware student-data handling; encryption at rest and in transit; high availability and disaster recovery with defined RPO/RTO; documented APIs or integration methods; support for current Windows, iOS, and Android environments; and accessibility documentation demonstrating WCAG 2.1 AA or higher. Cloud or hybrid deployment is preferred. - Other requested work and pricing: Configuration and setup, campus map/floor-plan configuration, import of campus maps only (incident reports are not to be imported), administrator and end-user training, first-year and subsequent-year annual maintenance, interfaces, vendor support, and any required equipment. Quantities are not specified. - Potential competing providers: Motorola Solutions, CentralSquare Technologies, Tyler Technologies, Hexagon, and Mark43 offer comparable public-safety CAD/RMS solutions.
