Elevator assessment and modernization planning for nine elevators at three Alameda County buildings

Alameda County is seeking an elevator consultant to assess nine existing elevators and plan their modernization across three Oakland buildings. - Government buyer: County of Alameda, General Services Agency–Procurement; project department: Alameda County General Services Agency–Building Maintenance Department (GSA-BMD). - Existing elevator OEMs: Otis supplies five elevators: two hydroelectric passenger elevators at 1106 Madison Street and three overhead-traction passenger elevators at 1111 Jackson Street. US Elevator supplies four overhead-traction passenger elevators at 1401 Lakeside Drive. - Requested services: Assess all nine elevators; prepare site-specific, bid-ready modernization specifications; support bidding and recommend an award; review contractor submittals and shop drawings; provide construction observation, technical reviews, and punch-list services; and support warranty closeout, including inspections. - Assessment and planning requirements: Document equipment condition, deficiencies, maintenance and repair needs, modernization recommendations, reuse potential, budgets, schedules, and required infrastructure work. The plan must support code-compliant elevators acceptable to the applicable Authorities Having Jurisdiction. - Consultant qualifications: At least five years of comparable consulting experience, current NAESA QEI-certified project staff, and two comparable past reports. Direct-service subcontractors are not permitted. Bidders must price services by site and phase. - Notable restriction: The selected consultant cannot compete for the modernization construction work that results from this project. A site visit is non-mandatory. - Products and quantities: No new products, part numbers, or equipment purchase quantities are specified; the nine elevators are existing equipment to be assessed.

Description

The County of Alameda seeks professional services for elevator condition assessment and development and implementation of a modernization plan for elevators at three County buildings in Oakland, California. The work includes comprehensive inspections and assessments, preparation of bid-ready modernization specifications, procurement support, submittal and shop drawing reviews, construction observation and punch-list services, and warranty-period services. The modernization work is intended to result in elevators that are modernized, code-compliant, and acceptable to the Authorities Having Jurisdiction.
