The Indian Health Service is seeking a contractor to create and deliver culturally appropriate immunization resources for American Indian and Alaska Native communities. - Government buyer: Department of Health and Human Services, Indian Health Service (IHS), Division of Acquisition Policy; work supports the Office of Public Health Support. The named IHS contact is Luci Cason. - OEMs and vendors: No product manufacturers or commercial vendors are named. BoostVax is identified as a partner for coordination, not as a vendor or OEM. - Core service (CLIN 0001): Develop accessible, community-facing immunization education materials addressing vaccine concerns, safety, efficacy, and disease prevention for American Indian and Alaska Native community members and Community Health Workers/Representatives. - Interview people in 3–5 geographically diverse communities. - Create 3–5 tabletop toolkits, 5–10 flyers, and 3–10 other community-preferred communication tools. - Translate resources into approximately five community languages as needed; host them online, disseminate them, evaluate their use, and provide editable files for government use. - Dissemination and coordination: Develop a dissemination plan with IHS; participate in IHS Community Health Worker/Representative training; deliver one recorded webinar; coordinate with IHS and BoostVax partners through virtual meetings and progress updates. - Evaluation: Track resource use, identify materials that may need improvement, and report on utilization and improvement plans. - Travel (CLIN 0002): Reimbursement for allowable, pre-approved actual travel costs, with no fee or profit and a $10,000 not-to-exceed amount. - Contract structure and timing: One contractor is sought for firm-fixed-price services, with a separate cost-reimbursable, no-fee travel line item. The estimated performance period is approximately nine months; substantive work and online resource maintenance are to be completed within that period, with final reporting afterward.
Description
This requirement is a 100% Indian Small Business Economic Enterprise (ISBEE) set aside. Quotes will be considered only from eligible ISBEEs under the applicable NAICS code.
This is a combined synopsis/solicitation for commerical services in accordance with RFO FAR Part 12. The Indian Health Service intends to award a purchase order for Community Health Immunization Resources services. This solicitation is issued as a Request for Quotation (RFQ) 75H70427Q00002. See attached solicitation and three additional attachments for the complete requirement, instructions, provisions, and clauses.
