ARPA-H SURPASS program seeks teams to develop and validate adaptive clinical-trial platforms

ARPA-H’s Proactive Health Office is seeking teams to develop and clinically validate SURPASS adaptive platform trials for a single disease area. - Government buyer: Advanced Research Projects Agency for Health (ARPA-H), within the National Institutes of Health (NIH), Department of Health and Human Services (HHS); sub-agency: Proactive Health Office (PHO). - Program: Simulation-augmented, Real-time Platform Adaptive Seamless Trials (SURPASS), solicitation ARPA-H-SOL-26-164. Multiple awards are anticipated. - Requested work: One integrated Core Platform Team will develop and validate a persistent adaptive platform trial for one disease area, combining a phaseless design and simulation engine, continuous inference and adaptation-validity capabilities, and AI-enabled clinical operations. - Team and trial requirements: Propose at least three drug or biologic intervention arms, including at least two unapproved interventions and one with no prior human data; include at least two for-profit sponsors, including a startup or small company; and build a network of at least six clinical sites. The first site must open to enrollment by program Year 2. - Performance: Five years total, comprising a 24-month platform and capability buildout stage and a 36-month validation and deployment stage. The platform is intended to remain economically sustainable for approximately 10 years after program funding ends. - Products and manufacturers: No specific products, part numbers, quantities of equipment, OEMs, or commercial vendors are identified. The requested effort is an integrated research and clinical-trial platform service. - Award structure: ARPA-H anticipates multiple awards. The notice also describes an informational webinar and Proposers’ Day.

Interested parties are invited to review the attached Notice related to an informational webinar on 15 OCT 2026 and a 2-day Proposers’ Day on 6 and 9 NOV 2026 in support of SURPASS.
