This RFQ is for NAVY repair. Repair Turnaround Time (RTAT): the contractual delivery requirement is measured from asset return to the date of asset acceptance under the contract. Return is defined as the physical receipt of the F-condition asset at the contractor's facility as reflected in the Action Date in the Commercial Asset Visibility (CAV) system. The contractor must report all transactions by the end of the fifth business day after receipt, and the Action Date in CAV must reflect the actual receipt date. The contractor must obtain final inspection and acceptance by the government within the RTATs. This RFQ is for repair. NAVSUP WSS requests contractors submit a quote including a firm-fixed price. Quotes should be emailed to michael.j.keith40.civ@us.navy.mil and received on or before the deadline listed on page 1 of the solicitation. This contract/delivery order/purchase order/modification is issued by the Government when sent via mail, facsimile, or electronic means. The Government's acceptance of the proposal constitutes a bilateral agreement. 1. Scope Articles to be furnished shall be repaired, tested, and inspected per the terms in the Requirements Section. Equipment such as fixtures, jigs, dies, patterns, and test equipment are not provided unless expressly stated. 1.2 Equipment and Materials The contractor is responsible for all manufacturing aids required for repair and testing, regardless of references in drawings or specifications. 1.3 Use of Materials The use of MIL-W-81381 wire is prohibited. SAE-AS22759 series wire shall be used instead. Questions should be directed to the Procuring Contracting Officer. 1.4 Standards If MIL-STD-454 is referenced, compliance with IPC/EIAJ-STD-001C is expected, and personnel must be trained and certified accordingly. 2. Applicable Documents Not applicable. 3. Requirements 3.1 General This Statement of Work (SOW) covers repair, testing, inspection, component repair, replacement, and reassembly to return units to a serviceable condition. 3.2 Definitions Contractor: The successful offeror awarded the contract or project work order. Overhaul: Disassembled, cleaned, inspected, repaired, reassembled, tested, and returned to a Ready for Issue (RFI) condition. Repair: Restored to RFI condition by replacing or repairing defective components and tested per the repair manual. 3.3 Scope The items shall be overhauled, upgraded, repaired, tested, inspected, and accepted per the contract terms. Government-furnished property is not provided unless specified. 3.3.2 Repair/Upgrade Requirements The contractor shall provide facilities, labor, materials, parts, and equipment to return the specified circuit card assembly to RFI condition. 3.3.3 RFI Definition Items are considered RFI if they perform properly and reliably in an operational environment. Repairs must be performed at the designated facility, following drawings and manuals. 3.4 Changes and Approvals Changes to manuals, drawings, or specifications require approval from the Procuring Contracting Officer (PCO).
