ARRC Solicits Bids for EMD 16-645 E3 Locomotive Engine Machining and Remanufacture

The Alaska Railroad Corporation (ARRC) is seeking bids for specialized machining services for a locomotive EMD 16-645 E3 engine with a failed crankshaft. - Government Buyer: - Alaska Railroad Corporation (ARRC), Supply Management Office - OEMs and Vendors: - EMD (Electro-Motive Diesel) is the OEM for the 16-645 E3 engine - Products/Services Requested: - Machining services for EMD 16-645 E3 locomotive engine - Two service options: - Option 1: Minimum configuration (crankcase/pan, engine frames, crankshaft, gear trains, top covers) - Option 2: Built-up engine (power assemblies installed, new connecting-rod bearings) - Includes teardown, inspection, measurement, component remanufacture, reassembly, painting, and shipment preparation - Unique/Notable Requirements: - Engine must be remanufactured to original EMD specifications - Bidders must specify completion times for each option - Strict adherence to bid submission instructions (hard copy only) - Compliance with federal funding provisions (FTA/FRA) - Encouragement of Disadvantaged Business Enterprise (DBE) participation - Contract commencement within 10 days of Notice to Proceed; prices firm for 30 days after bid opening - Contract duration contingent on ARRC fund availability
