Texas A&M Forest Service is seeking independent, qualified providers to conduct pre-buy inspection services for De Havilland Dash 8-400 (Q400) airtankers modified for aerial firefighting. - Government Buyer: - Texas A&M Forest Service (Purchasing Department) - OEMs and Vendors: - De Havilland Aircraft of Canada (OEM for Dash 8-400/Q400) - Pratt & Whitney (OEM for PW150 engines) - Products/Services Requested: - Phase 1: Records Review and Compliance Audit - Comprehensive audit of maintenance, airworthiness, and flight records for up to four Dash 8-400 (Q400) airtankers - Includes review of airframe, engine (PW150 series), propeller, APU, component logbooks, FAA airworthiness files, modifications, title/lien search, AD/SB compliance, PDM/structural inspection history, time/cycles/life-limited parts, accident/damage history, retardant modifications, avionics/equipment records, and risk assessment - Written report with executive summary, compliance matrix, risk assessment, and recommendation - Phase 2: Physical Inspection and Functional Checks - Physical inspection and functional checks of the two best candidate aircraft - Includes visual and structural inspections (with NDT), engine borescope, oil/filter analysis, ground runs, leak checks, propeller/system checks, retardant system checks, avionics/instrument checks, interior/hidden-area inspections, ground functional tests, and documentation of discrepancies - Final report with condition assessment, findings by severity, supporting documentation, rectification-cost estimates, and remaining-life/maintenance assessment - Unique/Notable Requirements: - Bidders must have specific expertise with Dash 8 or similar aircraft, access to De Havilland technical data, familiarity with PW150 engines, and experience with relevant Airworthiness Directives and Service Bulletins - Personnel must hold FAA A&P certificates with Inspection Authorization - Providers must be independent from any party with a financial interest in the transaction - Insurance and references from similar projects required - Assessment includes risks related to fatigue, retardant corrosion, and military-records - Estimated Contract Value: - $75,000 (approximate)
