Description

Solicitation Notice and Request for Proposal This is a Solicitation Notice, Request for Proposal. It is a Single Project RFP Set-Aside for Small Businesses under NAICS Code: 236220 - Commercial and Institutional Building Construction. The Hawaii National Guard intends to issue a Request for Proposals (RFP) to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary for the construction of: KNMD209085 Munitions Maintenance and Inspection Facility KNMD209086 Conventional Munitions Cube Storage Addition located on the Hawaii Air National Guard campus, at Joint Base Pearl Harbor-Hickam (JBPHH), Hawaii. These projects will be conducted concurrently. KNMD209085 Munitions Maintenance and Inspection Facility Construct a new Munitions Maintenance and Inspections facility using conventional design and construction methods to support the facility's mission. This project has a statutory cost limitation of $14M for Unspecified Minor Military Construction (UMMC) Project - Adjustment of Dollar Limitations for Location pursuant to 10 USC Section 2805. The estimated square footage is 2,400 SF. Work includes, but is not limited to: Micro-pile Foundations: Specialized foundation engineering featuring micro-piles to mitigate challenging soil conditions and ensure seismic structural integrity. Cast-in-Place Concrete: Constructing concrete slab-on-grade, concrete walls, capping beams, and associated structural masonry elements. Structural Framing and Enclosure: Utilizing cold-formed metal framing, insulated metal wall panels, and structural steel support systems. Roofing: Installation of high-performance standing seam metal roofing, complete with prefinished gutters, downspouts, and weather barrier wraps. Specialized Systems: Installation of mechanical HVAC systems (including 20-ton air conditioning), interior plumbing, lightning/grounding protection, and communication infrastructure. Fire Protection: Complete fire alarm-mass notification system and wet-pipe sprinkler suppression system. Additional option line items include: MAC Pad: Construct a 1,167 SY concrete pad for the Material Assembly Center (MAC) for constructing munitions, along with new asphalt pavement for access and egress to the maintenance bays. KNMD209086 Conventional Munitions Cube Storage Addition Construct an addition to the Munitions Cube Storage Facility (B3552) using conventional design and construction methods to support the F-22 mission. This project has a statutory cost limitation of $14M for UMMC. The estimated square footage is 1,320 SF. Work includes, but is not limited to: Substructure and Enclosure: Micro-pile foundations, concrete wall structures, cast-in-place concrete slabs, and 12-inch thick concrete walls designed for high-hazard storage. Framing and Roofing: Structural steel framing, roof joists, and standing seam metal roofing matching existing standards. Exterior Elements: Erection of new asphalt pavement adjacent to the existing facility for logistics and material handling. Specialized Protection: Lightning and grounding protection systems, fire detection, and alarm reporting systems connected to the base reporting system. Applicable to Both Projects: RAB Lighting exterior wall packs and area lights are sole source/brand name specific for compatibility with existing systems (noted justifications will be included with solicitation). Project Phasing and Security Gates: The contractor will erect a temporary security fence around the construction zone as per staging and phasing drawings. Escort Requirements: Escort personnel are required when erecting the fence, working outside the fence, or connecting utilities. Secured Zone Access: Once approved, no escort is required within the active secured work zone during construction. The total magnitude of construction is estimated between $10,000,000 and $25,000,000. Project durations: KNMD209085 Munitions Maintenance and Inspection Facility: 733 days after notice to proceed, including inspection and punch list. KNMD209086 Conventional Munitions Cube Storage Addition: 456 days after notice to proceed, including inspection and punch list. This action is being solicited as a set-aside 100% for Small Businesses. The NAICS Code is 236220, with a small business size standard of $45,000,000. A pre-proposal conference is scheduled for 01 October 2026, 08:00 am local time. Location details will be provided in the solicitation. Attention is drawn to FAR clause 52.219-14(e)(3) (DEVIATION 2021-O0008), Limitations on Subcontracting, which states that by submitting an offer and executing a contract, the Offeror/Contractor agrees that in performance of the contract for general construction, it will not pay more than 85% of the amount paid by the Government for contract performance (excluding materials) to subcontractors that are not similarly situated entities. Any work subcontracted to such entities counts towards this 85% limit.
