The Defense Logistics Agency (DLA) Family & Morale, Welfare, and Recreation (FMWR) is seeking a contractor to provide food and beverage concession services at its San Joaquin facility in Tracy, California. - Government Buyer: - Defense Logistics Agency (DLA), Family & Morale, Welfare, and Recreation (FMWR), NAF Contracting Office - Scope of Services: - Operation of two cafeterias (Building 100 and Building 16) and a mobile food truck - Services include breakfast and lunch for approximately 1,200 personnel, five days a week - Menu offerings: short order grill, hot line food service, salad bar, deli-style sandwich bar, soup, pizza station, and daily entrée - Catering operations may be required - Contractor responsible for all aspects of service delivery, including food safety, sanitation, and operational compliance - Contract Structure: - Concessionaire agreement with monthly fees and commission percentages of gross sales payable to the Nonappropriated Fund Instrumentality (NAFI) - Revenue sharing model: contractor pays either a fixed monthly fee or a percentage of gross sales, whichever is greater - Requirements: - Offerors must be registered in the System for Award Management (SAM) and provide a Unique Entity ID (UEI) - Compliance with detailed operational, sanitation, and safety standards - No specific OEMs or vendors are named; the focus is on service delivery and operational capability - Period of Performance: - Two-year base period followed by eight one-year option periods - Total potential contract duration: ten years

The Defense Logistics Agency (DLA) is issuing a Request for Proposal (RFP) for Cafeteria & Food Truck Services. This is a concessionaire-type contract where the contractor will operate two cafeterias and a mobile food truck, paying the Nonappropriated Fund Instrumentality (NAFI) either a monthly concessionaire fee or a percentage of gross sales, whichever is greater. THE NAFI WILL NOT PAY FOR THESE SERVICES.
