Description
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation.
This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov/far-overhaul.
The provision at 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (FEB 2026), applies to this acquisition. Addenda to the following paragraphs of 52.212-1 are:
(a) Written offers are due at or before 12 PM, (Eastern Time) 06 October 2026. Submit via email to: tiffany.slopka@us.af.mil, with a copy to larry.barto.1@us.af.mil. Facsimile and hard copies by mail will not be considered. Due to the possibility of network connectivity issues, it is the offerors responsibility to confirm the Government's receipt of their offer prior to the closing of the solicitation. (d) Contract award. The Government intends to evaluate offers and award a contract without discussions with offerors. Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. However, the Government reserves the right to conduct discussions if later determined by the Contracting Officer to be necessary. The Government may reject any or all offers if such action is in the public interest; accept other than the lowest offer; and waive informalities and minor irregularities in offers received.
Offers that fail to furnish required representations, information, or reject the terms and conditions of the solicitation may be excluded from consideration.
Provide offerors' Unique Identifier (UID) for the Cybersecurity Maturity Model Certification (CMMC) Level identified in the provision at DFARS 252.204-7025 within this solicitation.
The offeror shall perform services in accordance with Attachment No. 1 Performance Work Statement (PWS) dated 10 September 2026, Attachment No. 2 Grounds Maint – Grounds dated 28 April 2026, Attachment No. 3 Grounds Maint-Snow dated 28 April 2026.
The anticipated Period of Performance is 01 November 2026 through 31 October 2027. If all options are exercised, performance would conclude 31 October 2031. There will be a priced 6-month extension of snow removal services.
Submit a completed price schedule (Attachment No. 4). The extended amount must equal the whole dollar unit price multiplied by the number of units. The price schedule will establish total evaluated price (TEP).
Submit a technical plan that provides the offeror’s approach to meet the requirements outlined in attachments 1, 2, and 3. The plan should, at minimum, address the offeror’s understanding of the services summary section of the PWS and include the following:
• Equipment List (including both currently owned/leased and purchases/leases predicated on award of contract). • List of requirements the offeror will self-perform and requirements that will be subcontracted. • List of intended subcontractors (if applicable) and their consent to be affiliated in the offeror’s quote.
Provide past performance information including recent and relevant contracts demonstrating the ability of the offeror and/or subcontractor to perform the proposed effort. Include no more than five (5) relevant contracts performed for Government agencies or commercial customers within the last three (3) years. Identify contracts for properties which are not owned or operated by your firm or by key personnel, including intended subcontractors.
Referenced past performance should include contract numbers, points of contact with telephone numbers, and a narrative explaining the contract’s relevancy to the solicitation. Serviceable square footage is a key consideration in determining relevancy.
The evaluation factors at FAR 52.212-2, apply. In addition to the information within Paragraph (a), the following factors shall be used to evaluate offers:
Past Performance Technical Approach Price
Past Performance and technical approach combined are significantly more important than price. The Government reserves the right to pay a higher price for higher performance confidence based on past performance and/or technical approach. If the lowest priced offeror’s past performance assessment is acceptable, that offer is considered the best value, and evaluation stops. Otherwise, the next lowest priced offeror will be evaluated, and the process continues until an offeror is rated Substantial Confidence.
For the past performance factor, the Government will use information submitted by the offeror and other sources, such as other Federal and Governmental agencies, commercial sources, and CPARS. The purpose is to assess the offeror’s ability to perform the effort based on demonstrated present and past performance. The overall performance confidence assessment will be one of: Substantial Confidence, Satisfactory Confidence, Limited Confidence, No Confidence, or Unknown Confidence.
Substantial Confidence – high expectation of successful performance based on the offeror’s record. Satisfactory Confidence – expectation of successful performance based on the record. Limited Confidence – low expectation of successful performance based on the record. No Confidence – no expectation of successful performance based on the record. Unknown Confidence – no identifiable performance record or too sparse to assess.
Customer satisfaction evidence (letters, metrics, surveys, etc.) will be considered in addition to any corrective actions or current performance issues.
The technical factor will be assessed based on the proposed technical plan reflecting understanding of requirements. The Government may favor offers with a more self-performed approach.
Price will be evaluated for reasonableness and balance. Reasonable and balanced pricing is required for award.
SITE VISIT
A site visit is tentatively scheduled for Tuesday, 22 September 2026 at 10am EST. Attendees must create a DBIDS Pre-Enrollment Request at https://dbids-global-enroll.dmdc.mil and email the QR confirmation code to tiffany.slopka@us.af.mil at least 48 hours prior. Participants will report to the Visitor Control Center (VCC), AFRL/Information Directorate, 304 Brooks Rd, Rome, NY 13441, for badging. Bring your Real ID driver’s license and QR code confirmation. If you do not have a Real ID, provide a passport, birth certificate, or Social Security Card. Meet your sponsor at Building 3 at 10am EST.
SECURITY REQUIREMENTS
The work is located in areas under the Department of Defense Police. To access these areas, all personnel must complete a Visit Request via the AFRL/RF Visitor Control Center (VCC) link: https://dbids-globalenroll.dmdc.mil/. The visitor will email the QR code and 6-digit code to their sponsor, who will validate and send the confirmation to the Visitor Center.
All facilities are entered using a proximity badge (DBIDS). Personnel needing building access during the contract must have their DBIDS encoded by the Security Office in Building 3. Unescorted access requires a favorable HSPD-12 verification. Badges must be worn and returned after work completion. Lost badges must be reported immediately. Vehicle access is controlled; vehicles are searched prior to entry, and non-essential vehicles are parked in visitor areas.
All personnel must follow posted signage and emergency procedures. Contractor personnel must provide identification for base access, and return all passes upon completion or termination of the contract.
REQUIREMENTS AND CERTIFICATIONS
Contractors must complete representations and certifications in DFARS 252.204-7998, and other specified FAR clauses, including those related to responsibility, foreign procurements, cybersecurity, and responsible conduct. All referenced certifications are attached as Attachment No. 5.
The clause at 52.212-4, Terms and Conditions – Commercial Products and Commercial Services (FEB 2026), applies. Addenda include clauses for option extensions and contract duration, with specific conditions and timeframes.

Additional AFRL Supplemental Requirements
Ombudsman
An ombudsman has been appointed to facilitate resolution of concerns. Contact details are provided, and concerns should be addressed first to the contracting officer. The ombudsman does not participate in proposal evaluation or protests and cannot bind the agency to decisions.
Health and Safety
Take all reasonable steps to prevent accidents and ensure safety of personnel. Follow AFOSH standards and health/safety directives as directed by the contracting officer. Violations may result in contract termination.
Contractor Access
Contractors must obtain identification and vehicle passes, submit requests on company letterhead, and follow security procedures. All passes must be returned after the contract ends. Unescorted access requires compliance with security directives. Vehicles are subject to search, and personnel must display identification at all times. Emergency contact information must be provided, and additional requirements may apply.
