Description
This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with part 12, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested and a separate written solicitation will not be issued. Further, offerors are responsible for monitoring this site for the release of amendments (if any) or other information pertaining to this solicitation.
This acquisition is set-aside for small business concerns. This solicitation incorporates provisions and clauses by reference. The full text of provisions and clauses may be accessed electronically at www.acquisition.gov/far-overhaul.
The provision at 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services (FEB 2026), applies to this acquisition. Addenda to the following paragraphs of 52.212-1 are:
Offers that fail to furnish required representations, information, or reject the terms and conditions of the solicitation may be excluded from consideration.
Provide offerors' Unique Identifier (UID) for the Cybersecurity Maturity Model Certification (CMMC) Level identified in the provision at DFARS 252.204-7025 within this solicitation.
The offeror shall perform services in accordance with Attachment No. 1 Performance Work Statement (PWS) dated 10 September 2026, Attachment No. 2 Grounds Maint – Grounds dated 28 April 2026, Attachment No. 3 Grounds Maint-Snow dated 28 April 2026.
The anticipated Period of Performance is 01 November 2026 through 31 October 2027. If all options are exercised, performance would conclude 31 October 2031. There will be a priced 6-month extension of snow removal services.
Submit a completed price schedule (Attachment No. 4). The extended amount must equal the whole dollar unit price multiplied by the number of units. The price schedule will establish total evaluated price (TEP).
Submit a technical plan that provides the offeror’s approach to meet the requirements outlined in attachments 1, 2, and 3. The plan should, at minimum, address the offeror’s understanding of the services summary section of the PWS and include the following:
Submit past performance information to include recent and relevant contracts which demonstrate the ability of the offeror and/or subcontractor to perform the proposed effort. Provide information for no more than five (5) relevant contracts performed for Government agencies or commercial customers within the last three (3) years. To the maximum extent practicable, identify contracts for properties which are not owned or operated by your firm or by key personnel, including intended subcontractors, of your firm.
Referenced past performance information should include contract numbers, points of contact with telephone numbers, and a narrative explaining the contract’s relevancy to the solicitation. Serviceable square footage is a key consideration in determining relevancy.
The provision at FAR 52.212-2, Evaluation -- Commercial Products and Commercial Services (FEB 2026), applies to this solicitation. In addition to the information within Paragraph (a), the following factors shall be used to evaluate offers:
Past Performance and technical approach combined are significantly more important than price when being evaluated. The Government reserves the right to pay a higher price for higher performance confidence based on past performance and/or technical approach. If the lowest priced offeror’s past performance assessment received an acceptable evaluation, that offer represented the best value to the Government, and evaluation would stop there since no offers having the highest rating could have a lower price. Otherwise, the next lowest priced offeror would be evaluated, and the process would continue, in order of price, until an offeror was rated Substantial Confidence.
(1) If the lowest priced offer is found to be technically acceptable and rated as Substantial Confidence in the past performance assessment, that offer represents the best value for the Government and the evaluation process stops. Award shall be made to that offeror without further evaluation of any other offers.
(2) If the lowest priced offer is not rated as Substantial Confidence, the next lowest priced offer will be evaluated and the process will continue (in order by price) until a technically acceptable offer is rated Substantial Confidence, or until all offers are evaluated. The Evaluation Team shall make an integrated assessment for best value if the lowest evaluated offer is not rated as Substantial Confidence in the past performance assessment.
For the past performance factor, the Government will use information submitted by the offeror and other sources, such as other Federal and Governmental agencies, commercial sources, and Contractor Performance Assessment Reporting System (CPARS). The purpose of the past performance evaluation is to assess the offeror’s ability to perform the effort based on demonstrated present and past performance. The assessment will result in an overall confidence rating of Substantial Confidence, Satisfactory Confidence, Limited Confidence, No Confidence, or Unknown Confidence.
Substantial Confidence – based on the offeror’s performance record, the Government has a high expectation that the offeror will successfully perform the required effort.
Satisfactory Confidence – based on the offeror’s performance record, the Government expects successful performance.
Limited Confidence – based on the offeror’s performance record, the Government has a low expectation of successful performance.
No Confidence – based on the offeror’s performance record, the Government has no expectation of successful performance.
Unknown Confidence – no performance record is identifiable, or the record is so sparse that no confidence rating can be reasonably assigned.
Quality and satisfaction information (letters, metrics, customer surveys, independent surveys, etc.) demonstrating customer satisfaction with overall job performance and quality of completed work will be considered, including any corrective actions taken in the past and current performance issues.
For the technical factor, the Government will assess the proposed technical plan to ensure the approach reflects an understanding of the requirements. The Government reserves the right to consider an offeror’s ability to self-perform the requirements more favorably than a highly subcontracted approach.
The offeror’s price will be evaluated for reasonableness and balance in accordance with applicable regulations. To receive an award, the Government must determine the pricing to be reasonable and balanced.
SITE VISIT
A site visit is tentatively scheduled for Tuesday, 22 September 2026 at 10am EST. Offerors wishing to attend must create a DBIDS Pre-Enrollment Request at https://dbids-global-enroll.dmdc.mil and email the QR confirmation code to tiffany.slopka@us.af.mil at least 48 hours prior. Participants will report to the Visitor Control Center (VCC) AFRL/Information Directorate, 304 Brooks Rd, Rome, NY 13441 for badging. Bring your Real ID compliant driver’s license and QR code confirmation. If you do not have a Real ID, provide a passport, birth certificate, or Social Security Card. You will meet your sponsor at Building 3 at 10am EST.
SECURITY REQUIREMENTS:
The work is located in areas under the scrutiny of the Department of Defense Police. To gain access, all contractor personnel must complete a Visit Request via the AFRL/RF Visitor Control Center (VCC) link: https://dbids-globalenroll.dmdc.mil/. The sponsor will validate the need for the visit and send the completed QR code and details to the Visitor Center. All facilities are entered using a proximity entry badge (DBIDS card). Personnel needing building access during the contract must have their DBIDS card encoded by the Security Office in Building 3. Unescorted access requires a favorable HSPD-12 verification. Badges must be returned upon completion. All vehicles are searched prior to entry. Vehicles not needed for delivery should park in the visitor area. AFRL/RF is property of the U.S. Air Force, and personnel must follow posted signage and instructions during emergencies.
Offerors must complete representations and certifications in DFARS 252.204-7998, Alternate A, and other listed provisions. Refer to attached certifications (Attachment No. 5).
The clause at 52.212-4, Terms and Conditions – Commercial Products and Commercial Services (FEB 2026), applies. Addenda include the clauses at 52.217-8 and 52.217-9 regarding option extensions. Other FAR and DFARS provisions listed apply to this procurement.
Additional AFRL supplemental requirements include the appointment of an ombudsman, contact details, and procedures for concerns and issues resolution. The ombudsman does not have authority to bind the agency and cannot be contacted for solicitation copies or technical clarifications.

Contractor Access to Department of the Air Force Installations:
The contractor shall obtain necessary identification and vehicle passes, submit requests on company letterhead, and ensure proper return of credentials upon completion. During work, personnel must display badges and comply with security protocols, including additional requirements per DAFI 31-101 and DODMAN 5200.02. Unescorted access requires proper verification. All vehicles are subject to search. Contractor personnel must provide emergency contact information for the EMNS system. Failure to comply may result in withholding of final payment.
