Combined Synopsis/Solicitation This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR Part 12, Acquisition of Commercial Products and Commercial Services. This announcement constitutes the only solicitation; a written solicitation will not be issued. Paper copies of this solicitation will not be available. This combined synopsis/solicitation shall be posted on SAM.gov. The RFQ number is N0060426Q4094. This solicitation documents and incorporates provisions and clauses in effect through Revolutionary FAR Overhaul (RFO) and DFARS Publication Notice 07 May 2026. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. NAVSUP FLC PH requests quotes for the following: CLIN 0001 - EMD Generator inspections in accordance with the attached Statement of Work, Quantity: 1, Unit: GP Extended CLIN 0001 Description: The contractor shall provide all necessary qualified personnel, supervision, tools, and equipment to perform a comprehensive inspection of the Government’s generator units: Gen 1 – EMD 20-645-E4 turbocharged diesel engine, 2.5 MW @12.kV Gen 2 – EMD 20-645-E4 turbocharged diesel engine, 2.0 MW @4160V Gen 3 – EMD 20-645-E4 turbocharged diesel engine, 2.0 MW @4160V Tentative period of performance is 30 September 2026 with an estimated completion of about 60 days. Evaluation: Responsibility and inspection: Unless otherwise specified in the order, the supplier is responsible for the performance of all inspection requirements and quality control. While price will be a significant factor in the evaluation of offers, the final contract award will be based on a combination of factors: price, the ability to return a complete quote (with attachments as required) based on the criteria laid out in this solicitation, the ability to meet the service timeframe, verification of being an authorized distributor of the OEM, and a determination of responsibility.
