US and Zambia Launch Strategic Commercial Projects
March 25, 2026
The Governments of the United States and the Republic of Zambia signed a Memorandum of Understanding (MOU) on March 30, 2023, establishing a five-year cooperation framework to promote and implement strategic priority commercial projects in Zambia. This initiative targets multiple sectors including agriculture, energy, mining, healthcare, manufacturing, information technology, tourism, and education. The MOU outlines mechanisms for facilitating U.S. private sector investment, capacity building, and support from U.S. federal agencies such as the Department of Commerce, U.S. Trade and Development Agency, and the U.S. and Foreign Commercial Service. It emphasizes adherence to international best practices in procurement, sustainable infrastructure development, and anti-corruption measures aligned with Zambia's National Long-Term Vision 2030.
- Why this matters: Procurement professionals and contractors should note the broad sectoral scope and the emphasis on sustainable, transparent procurement practices incorporating lifecycle cost analysis and environmental and social impact assessments.
- The involvement of multiple U.S. federal agencies indicates coordinated support and potential contracting opportunities for U.S. companies seeking to participate in Zambia's infrastructure and commercial development.
- Organizations should prepare to engage with Zambia's Ministry of Commerce, Trade and Industry and align proposals with the MOU's principles, including compliance with anti-corruption standards and best value procurement.
- This framework signals growing U.S. government facilitation of private sector investment in African markets, highlighting opportunities for firms specializing in infrastructure, energy, healthcare, IT, and related sectors.
The Governments intend to support the development of strategic agriculture, industry, transportation, energy and other priority projects in a manner fully consistent with applicable domestic and international law, as well as international best practices intended to prevent, detect, and prosecute corruption.
