Congress Introduces CCP Influence Assessment Legislation
March 18, 2026
Congressional representatives Derek Tran and Pat Harrigan have introduced bipartisan legislation titled the Combating Chinese Communist Party Influence Act. This law directs the Director of National Intelligence (DNI) to conduct a comprehensive assessment and reporting on the Chinese Communist Party's (CCP) malign foreign influence activities globally from 2023 through 2026. The legislation aims to equip policymakers with detailed intelligence to counter CCP efforts undermining U.S. national security, alliances, and economic interests across multiple regions including the Indo-Pacific, Latin America, Europe, and Africa.
- This legislation signals increased demand for intelligence community support services, analytics, and reporting capabilities related to foreign influence operations.
- Procurement professionals should anticipate opportunities for contracts involving intelligence assessments, cybersecurity, and strategic analysis to support DNI and related agencies.
- The focus on CCP influence across diverse global regions may drive multi-regional data collection and technology requirements.
- Organizations providing advanced threat detection, foreign influence monitoring, and secure communications solutions may find enhanced contracting prospects under this initiative.
To effectively combat the threat of the Chinese Communist Party, our national security officials need the best possible information about the CCPβs growing threat to American security, our alliances, and our economic interests.
— Representative Derek Tran
The Chinese Communist Party is waging a quiet war on American influence and most people have no idea how far it has reached. From the Indo-Pacific to Latin America to Europe and Africa, the CCP has been systematically working to undermine our alliances, manipulate financial systems, and erode confidence in the United States around the world.
— Congressman Pat Harrigan
After the CCP hacked into my own email accounts, I know firsthand how aggressive these operations can be.
— Representative Don Bacon
