Massachusetts DOC Launches Safety and Align Initiatives
March 21, 2026
The Massachusetts Department of Correction (DOC) has initiated a comprehensive five-year strategic plan called the Align Initiative (2026-2031) aimed at improving safety, operations, workforce development, health services, reentry programs, and communication across state correctional facilities. Concurrently, following an independent review of six in-custody suicides in 2025, the DOC is implementing enhanced suicide prevention and safety measures including improved clinical coordination, upgraded Behavior Adjustment Unit (BAU) practices, a new overnight mental health helpline, and strengthened contraband interdiction efforts. These initiatives reflect a significant commitment to modernizing correctional practices and improving inmate and staff safety.
- Why this matters: Procurement professionals should anticipate increased demand for healthcare services, mental health support, and operational improvements within Massachusetts correctional facilities.
- The involvement of contracted healthcare providers like VitalCore and consultants such as Falcon, Inc. indicates opportunities for vendors specializing in clinical services, safety technologies, and correctional operations.
- Agencies and contractors should prepare for procurement activities related to suicide prevention programs, mental health helplines, and facility safety enhancements under the Align Initiative.
- Organizations can leverage this strategic focus to align proposals with DOCβs evidence-based operational goals and measurable performance indicators.
We house a population of over 6,000 individuals with a wide array of complex needs that require constant vigilance, strong clinical practices and evidence-based operational expectations.
