The City of Davenport, Iowa held a meeting on February 12, 2026, to discuss ongoing negotiations and budget considerations related to animal control services provided by a local nonprofit humane society. The discussion focused on the financial challenges and contract terms, including a recent proposal requesting $1.1 million in operating expenses with 5% annual increases, which the city found significant compared to typical union contract increases of 2-3%. The city has been working collaboratively with the humane society to improve efficiency and reduce costs through ordinance changes, increased licensing revenue, and trap-neuter-return (TNR) programs. Previous agreements included a $391,000 contract with 3% increases, which was insufficient for the nonprofit, leading to renegotiations and a current offer of an $840,000 base with 3% annual increases, plus capital and TNR funding. The humane society also requested capital funding related to a recently acquired building, which the city declined to purchase directly. The city is seeking council direction as the current offers and service delivery changes exceed the FY27 budgeted amount of $840,000. A six-month contract extension was offered by the humane society to allow the city time to adjust its budget and transition to operating its own animal control and sheltering services.
