Bureau of Reclamation Funds North Dakota Water Projects

The U.S. Bureau of Reclamation announced a $108 million funding package on March 17, 2026, to advance critical water supply infrastructure in North Dakota. This includes $100 million allocated for the Eastern North Dakota Alternate Water Supply (ENDAWS) project and $8 million for repairs and upgrades to the McClusky Canal and Snake Creek Pumping Plant. The funding was secured through legislative efforts led by Senators John Hoeven and Kevin Cramer, embedded in the Working Families Tax Cuts bill and supported by prior FY2026 appropriations. ENDAWS aims to provide reliable water supply to approximately half of North Dakota's population, leveraging existing infrastructure to reduce construction costs by $200 million and annual operating costs by $4 million. This $108 million award is a major step forward for ENDAWS and comes on the heels of the $50 million and project authorization that we passed as part of the FY2026 funding legislation. We specifically passed language in the OB3 to make ENDAWS eligible for this pool of funding, and I appreciate all of the officials at the Interior Department and OMB who worked with us to get today’s award across the finish line. This water project is critical to the future growth and prosperity of eastern North Dakota, and represents a real savings to our state’s taxpayers. By utilizing the McClusky Canal we are able to reduce the construction costs of the Red River Valley Water Supply Project by $200 million, while also reducing ongoing operating costs by $4 million per year.

Today’s announcement is the result of the North Dakota delegation’s work to secure this funding in the Working Families Tax Cuts law. It builds on our efforts to include funding for ENDAWS in the Fiscal Year 2026 Energy and Water appropriations bill and brings us closer to finishing the project. Upon completion, ENDAWS will ensure reliable water supply to roughly 50% of North Dakota’s population.
