USSTRATCOM Awards NSRI $500M Defense R&D Contract
March 18, 2026
The U.S. Strategic Command (USSTRATCOM) awarded the National Strategic Research Institute (NSRI) at the University of Nebraska a $500 million indefinite-delivery/indefinite-quantity (IDIQ) contract on March 17, 2026, to support rapid-response research and development efforts over a potential 10-year period. This contract, the largest in the university system's history, enables NSRI to accelerate delivery of innovative, warfighter-ready solutions addressing emerging threats such as electromagnetic warfare and engineered pathogens. It continues NSRI's role as a University Affiliated Research Center (UARC), reinforcing its strategic importance in national defense technology advancement.
- Why this matters: Procurement professionals should note the significant scale and duration of this IDIQ contract, which signals sustained federal investment in university-affiliated defense R&D centers.
- The contract emphasizes rapid deployment of mission-critical technologies, highlighting opportunities for subcontractors and partners specializing in emerging defense technologies.
- Organizations supporting defense innovation should consider aligning capabilities with NSRI’s focus areas, including nuclear deterrence and biosecurity.
- This award reflects congressional and DoD confidence in leveraging academic institutions for defense technology development, influencing future procurement strategies involving UARCs.
This new contract continues our immediate national impact, and I am deeply grateful for this opportunity. Our infrastructure, combined with faculty who’ve spent decades supporting military missions and students eager to serve, creates a powerful force: a university system where academic excellence meets operational urgency to address our nation’s most critical defense needs.
— Dr. Jeffrey P. Gold, President, University of Nebraska System
Defending the American homeland requires the best minds working on our most pressing challenges. This IDIQ vehicle ensures NSRI, and the University of Nebraska’s four campuses, can rapidly deploy leading research towards nuclear deterrence challenges and emerging technologies. As a member of the Armed Services Committee, I’m pleased that Nebraska continues leading the way in translating academic innovation into operational defense capabilities that protect American lives.
— Don Bacon, U.S. Congressman
This IDIQ represents far more than a contracting mechanism — it's a vote of confidence in the institute's continued and future execution of critical research to meet national defense requirements.
— Maj. Gen., USAF (Ret.) Rick Evans, NSRI Executive Director
