Congress Introduces Healthcare Tax Credit Act
March 16, 2026
Congressman Steven Horsford and Congresswoman Claudia Tenney introduced the Healthcare is Human Act of 2026, a legislative proposal to provide tax credits to licensed healthcare professionals serving in rural, underserved, and Department of Veterans Affairs (VA) medical facilities. The act aims to address healthcare workforce shortages in federally designated Health Professional Shortage Areas by financially incentivizing providers through monthly tax credits based on hours worked. The legislation also mandates a Government Accountability Office (GAO) review to evaluate the program's impact on workforce retention and access to care.
- This legislation signals potential new financial incentives for healthcare providers working in shortage areas, which may influence recruitment and retention strategies for healthcare staffing in federal and rural healthcare facilities.
- Procurement professionals should anticipate possible changes in healthcare workforce support programs and consider how tax credit incentives might affect contracting and staffing models in VA and rural healthcare settings.
- Contractors and service providers supporting healthcare facilities in shortage areas may find increased demand for workforce-related services and should evaluate opportunities aligned with this legislative initiative.
- The GAO review component indicates forthcoming data and analysis that could shape future procurement policies related to healthcare workforce development and access improvement.
Communities across Nevada know firsthand the consequences of healthcare workforce shortages. Every one of Nevada’s 17 counties, urban and rural alike, is designated as a Health Professional Shortage Area. As a result, too many Nevadans are forced to travel farther, wait longer, or go without the care they need. The Healthcare is Human Act provides a well-deserved financial incentive through a tax credit to help recruit and retain healthcare providers serving similarly situated communities. The least we can do is provide meaningful support for these frontline workers who dedicate their lives to caring for our communities.
— Congressman Steven Horsford
Across Upstate New York and rural communities nationwide, too many families struggle to access timely medical care because there simply are not enough providers serving these areas. The Healthcare is Human Act provides meaningful incentives for doctors, nurses, and other licensed professionals to deliver care where it is needed most, including in health professional shortage areas and facilities serving our veterans. Strengthening our health care workforce is essential to ensuring families receive the care they deserve, and that rural and underserved communities are never left behind.
