The City of Oxnard City Council discussed and recommended the approval of an ordinance to establish a $25 candidate processing fee for filing nomination papers, as authorized by the elections code. This fee is intended to cover the proportional costs of processing nomination papers and must be adopted by ordinance rather than resolution. Since 2018, the city has collected $900 from 36 candidates under a prior resolution. The council also authorized the city clerk to process refunds to candidates who paid the fee since 2018, provided they submit a written refund request within one year of the ordinance's effective date.
