MassAbility seeks contractors to run a statewide donated-vehicle program for eligible Career Services participants with disabilities. - Government buyer: Commonwealth of Massachusetts, Executive Office of Health and Human Services (EOHHS), through MassAbility’s Vocational Rehabilitation Department and West District Office. An evaluation workbook identifies the MassAbility office as OFA. - OEMs and vendors: No vehicle manufacturers, OEMs, or prospective vendors are named. The requested vehicles are donated; no makes, models, or part numbers are specified. - Requested service: Coordinate donated vehicles from acquisition through inspection, repairs, secure storage, participant matching, transfer, title and registration coordination, delivery, and participant education on ownership and maintenance. The initial summary lists a quantity of 5 each; the RFR also specifies a rate of $10,000 per approved vehicle. - Participants and coverage: Serve eligible MassAbility Career Services participants with disabilities who need transportation to obtain or maintain employment. Services must be available statewide, with facilities in Massachusetts or a contiguous state. - Notable requirements: Provide six-month warranty support, donor outreach and tax documentation, language access, and responsible reuse or recycling. The program must coordinate with MassAbility and match vehicles to participants’ transportation and accessibility needs. - Supplier diversity: A Supplier Diversity Plan is required for procurement values above $250,000 and is worth 25% of the evaluation score. The materials call for a meaningful partnership commitment; directing at least 1% of Commonwealth contract revenue to eligible partners is identified as desirable. - Contract scale: Annual maximum obligation is $1,000,000, subject to appropriation and funding availability. The solicitation seeks at least two contractors.
