The City of Elgin is seeking a construction contractor for its Chicago Street Combined Sewer Separation Project, a major water, sewer, and roadway improvement. - Buyer: City of Elgin, Illinois — Purchasing Department; project location is Elgin, Kane County. - Scope: Approximately 6,200 linear feet of combined-sewer separation and related infrastructure work, including about 4,000 feet of storm sewer, 200 feet of sanitary sewer, 5,100 feet of water main, and 5,500 feet of sanitary sewer lining, plus utility work and surface restoration. - Named OEMs and products: Brita Elite Filter Model OB06 (or approved equal); NuKote Coating Systems’ NuKote PP-300 (accepted as a manhole-rehabilitation equal subject to submittal approval); Geneco Sealtite Tee gravity sewer saddle (or approved equal for specified service connections); and Quadex GeoKrete (not approved as an alternative lining system). - Filter quantity: 22 pitcher-filter sets for dwellings receiving lead service replacements; each set includes one pitcher and two cartridges. Faucet-mounted filters are not allowed. - Major work: Install and remove or abandon water, storm, and sanitary mains; reconnect services; rehabilitate manholes; install CIPP liners in 8-, 10-, 12-, 30-, and 36-inch mains (755, 585, 1,165, 330, and 2,545 feet) and 6-inch service laterals (93); and restore pavement, curbs, sidewalks, and parkways. - Notable requirements: CIPP is for sanitary gravity mains, not force mains; contractor performs pre- and post-construction televising. For connections to trunk sewers larger than 12 inches, the specified saddle may be used subject to submittal approval, with lapel-style lateral liners rather than full-wrap liners. Winter work is limited; traffic-control and phasing plans require City review. Elevated arsenic excludes the area around sample E-03 on N Union Street from CCDD handling. Heavy cleaning, if needed, is paid by change order. - Allowance: $150,000 for miscellaneous additions at the City's direction; non-special waste disposal is 1,000 cubic yards. - Schedule: Work is expected to start in Fall/Winter and resume after the restricted winter-work period; completion is scheduled in Fall 2027. Contract start depends on bid review and City action.
