Hawaii is seeking community input to shape future Immigrant Resource Center contracts across the state. - Government buyer: State of Hawaii Office of Community Services (OCS), administratively attached to the Department of Labor and Industrial Relations (DLIR). - Notice purpose: This is an information-gathering request, not a request for proposals. OCS plans to use feedback to develop separate future solicitations for Hawaii, Maui, and Kauai counties and the City and County of Honolulu. - Prospective services: Culturally competent outreach; intake, eligibility screening, and needs assessments; interpretation and translation; referrals and coordination with community services; information and acculturation; individualized case management; and immigration assistance, including eligible naturalization and replacement-document assistance. - Notable requirements and requested feedback: Each center is expected to offer weekday availability, maintain at least three functioning internet-connected computers, and provide an acculturation curriculum. OCS seeks input on community needs, service priorities, eligibility, staffing, island-specific needs, target communities, and outreach. - OEMs and vendors: No OEMs or service vendors are named; no products or part numbers are specified. - Contract outlook: Services are anticipated for approximately one year, subject to funding availability.

Description

The State of Hawaii Office of Community Services is seeking information, input, and recommendations to continue and improve its Immigrant Resource Center programs. The RFI seeks feedback on service priorities, community needs assessments, eligibility, staffing, contract terms, and approaches to outreach and engagement. This input will help prepare separate county-level RFPs for multiple contracts to administer the programs. The planned service period is April 1, 2027, to March 31, 2028, subject to available funding; respondents should not submit a complete proposal.
