Alameda County is seeking a correctional-grade youth telephone system for Juvenile Hall and Camp Wilmont Sweeney. - Buyer: County of Alameda, General Services Agency (GSA)–Procurement, for the Alameda County Probation Department (ACPD). - OEMs and named vendors: No specific telephone OEM or model is prescribed. Apple (iPads) and Quintum (existing VoIP devices) are named; Wintel refers to existing telephones. AWS and Azure are cited as public-cloud examples for recording storage and administration, not as required providers. Tablets are not an acceptable substitute as described. - Requested equipment: Correctional-grade youth telephone hardware and associated accessories, cabling, power supplies, mounts, software, and other equipment. The revised bid form estimates 18 hardware units and 18 units for one-time installation and testing; it also prices 12 monthly service units per contract year. No part numbers are specified. - Facility quantities: The bid estimate is 18 phones overall. Facility inventory descriptions are inconsistent: one describes 15 phones at Juvenile Hall and 2 at Camp Sweeney, while other descriptions indicate 15 at Juvenile Hall and 3 at Camp Sweeney. Confirm final counts with the County. - Services: Installation, connectivity independent of the County network, system operation, maintenance, warranty, monitoring and recording, reporting and analytics, technical support, training, security, and transition/data-transfer support. Monthly pricing is intended to include carrier and connectivity charges and required operating costs. - Notable requirements: Calls must be free to youth and call recipients; designated confidential numbers must not be monitored. The system must support recording and retention, secure reporting, cybersecurity protections, applicable PREA requirements, and 99.5% availability. Optional video requires cameras to be physically disabled at installation and written ACPD authorization before use. - Facility constraints: Reuse existing cabling only after testing, documentation, certification, and County approval; replace unsuitable runs at no additional charge. New drilling, wall penetrations, cutting, and structural modifications are prohibited.
