The Mississippi Department of Human Services is seeking qualified organizations to deliver Sexual Risk Avoidance Education and supportive services to youth and families. - Government buyer: Mississippi Department of Human Services (MDHS), Division of Youth Services; Procurement Services. - Requested services: Sexual Risk Avoidance Education (SRAE) and related youth and family support, delivered statewide or in proposed county or multi-county areas. - Serve youth ages 10–19 and their families, with minimum targets of 1,000 unduplicated youth and 400 unduplicated parents or guardians during the contract period. - Use the Choosing the Best curriculum and provide medically accurate, age-appropriate, culturally responsive, trauma-informed, evidence-based programming. - Cover sexual risk avoidance, personal responsibility, self-regulation, goal setting, healthy decision-making, resisting coercion and dating violence, and contraception as risk reduction. - Include emotional regulation and social skills training, family engagement, connections to community resources, and two community service activities per program year. - Provide program, performance, fiscal, and participant reporting; administrative costs are capped at 10%. - OEMs and vendors: No OEMs or vendors are named. Description

The Mississippi Department of Human Services is seeking proposals for its Sexual Risk Avoidance Education Program. The program is intended to promote sexual risk avoidance as defined in Section 510 of the Social Security Act, as amended and extended by subsequent legislation. Proposals are due December 10, 2026, at 2:00 PM CT; submissions must be delivered in a sealed package, as email and fax submissions are not accepted.
