SEPTA is seeking market input on adaptive reuse of its vacant Mifflin Substation in Philadelphia. - Government buyer: Southeastern Pennsylvania Transportation Authority (SEPTA), Procurement & Supply Chain. - Opportunity: Request for Information (RFI) to inform a potential future redevelopment solicitation; it is not a request for binding offers or a selection of a development partner. - Property: Approximately 5,184-square-foot brick-and-steel building on a 0.12-acre lot, with an open main floor, high ceilings, a basement, and CMX-2.5 zoning. - Input sought: Viable uses and use combinations; feasibility and zoning constraints; partnership structures, including a possible long-term lease; site preparation and handling of legacy substation equipment; preservation approaches and potential rehabilitation tax credits; and additional information or access that would help assess the property. - Reuse considerations: SEPTA expects the existing building to be preserved and adaptively reused, while allowing compatible modifications. Ideas may include dining, events, entertainment, hospitality, or mixed use that could include multifamily housing. Concepts should address accessible access, lack of on-site parking and loading, trash storage, and neighborhood compatibility. - Site and environmental considerations: SEPTA intends to retain ownership and is exploring equipment removal and remediation. A Phase I assessment identified asbestos-containing materials and lead-based paint; possible PCB-containing equipment or materials have not been ruled out. - OEMs and vendors: No OEMs, product manufacturers, or named commercial vendors are identified. SEPTA invites responses from developers, brokers, operators, design and construction professionals, preservation and adaptive-reuse specialists, and other interested parties. - Products and quantities: No products or purchase quantities are requested.

SEPTA expects the existing building to be preserved and reused, and intends to retain ownership while exploring long-term leases or other partnership arrangements. This is for market research and planning, not a binding offer or vendor selection process.
