The U.S. Navy’s Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD), seeks turnkey weatherproofing for modular units at Naval Base Ventura County. - Buyer: Department of the Navy, NSWC PHD; work site is Naval Base Ventura County. - Scope and quantity: Supply and install weatherproofing systems for 41 wood-framed modular units: 30 units measuring 12 by 36 feet and 11 measuring 12 by 16 feet. - System requirements: Custom-fit, heavy-duty, non-chemical protection from the bottom chassis to the roofline, excluding the bottom three-foot poly stilts. Systems must withstand rain, high winds, UV exposure, and coastal salt spray. - Installation and maintenance: Prepare surfaces, fit and seal the systems, and perform quality assurance. Inspect every 60 to 90 days for 12 months after acceptance to check weather-tightness and identify moisture intrusion or degradation. - Installation constraints: Individual wrapping is preferred; grouping adjacent units may be considered if equivalent protection is maintained. Avoid unapproved penetrating attachments and follow manufacturer-approved high-wind installation guidance. - OEMs and vendors: No specific OEMs, manufacturers, or vendors are identified in the opportunity.
Description
To address facility workspace capacity requirements at Naval Base Ventura County, forty-one (41) wood-framed modular workspace units have been procured and will ultimately be assembled within a designated facility structure. The modules are currently stored outdoors in designated staging areas pending final installation. This requirement is for the procurement, delivery, and on-site assembly of heavy-duty, non-chemical weatherproofing systems to protect the modular units from environmental degradation during temporary outdoor storage, including rain, wind, ultraviolet exposure, and marine moisture in a coastal environment. The required system is a complete turnkey weatherproofing solution for forty-one (41) stored modular units consisting of thirty (30) 12 feet x 36 feet units and eleven (11) 12 feet x 16 feet units. The system must be custom-fitted on-site and provide durable, tightly secured, weather-resistant protection from the bottom chassis to the roofline, while excluding the bottom 3-foot poly stilts from coverage. Individual wrapping is the standard approach; however, grouped wrapping of adjacent modules may be considered where site conditions or unit spacing make individual wrapping impracticable, provided the same level of protection and performance is maintained. Functionally, the weatherproofing system supports preservation of the modular units structural condition and serviceability during long-term outdoor storage until installation. The system must be suitable for coastal outdoor exposure, resist UV degradation and salt-spray weathering, withstand high-wind conditions in accordance with manufacturer-approved installation guidance, and avoid damage to the modular units through unapproved penetrating attachment methods. The requirement also includes full surface preparation, precision fitting and sealing, quality assurance verification, and recurring maintenance inspections every sixty (60) to ninety (90) days for twelve (12) months after acceptance to ensure continued weather-tightness and identify any moisture intrusion or system degradation.
