Description

THIS SPECIAL NOTICE IS FOR INFORMATIONAL PURPOSES ONLY. THIS IS NOT A "REQUEST FOR PROPOSAL (RFP)" TO BE SUBMITTED. IT DOES NOT CONSTITUTE A SOLICITATION AND SHALL NOT BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.

The 410th Contracting Support Brigade / Regional Contracting Office – Miami, in coordination with Headquarters, United States Southern Command (USSOUTHCOM) Directorate of Logistics (SCJ4) and in co-sponsorship with the Ministry of Defense and Armed Forces of the Argentine Republic, is issuing this Special Notice / Request for Information (RFI) to provide Industry with pertinent information regarding the upcoming Senior Leader Logistics Symposium 2027 (SLLS 2027) Industry Engagement and Technology Exposition, taking place on June 1–3, 2027 in Buenos Aires, Argentina (Industry Engagement & Tech Exposition execution: June 2-3, 2027).

This notification will continue to be updated as new information to be shared with Industry arises.

Purpose The purpose of the SLLS 2027 Industry Engagement is to facilitate productive, face-to-face dialogue, technical capability exchanges, and strategic networking between Defense and Commercial Industry partners, USSOUTHCOM leadership, and Partner Nation (PN) defense delegations from across Latin America and the Caribbean. The symposium theme is "Shared Challenges, Sustainable Solutions: Advancing Regional Logistics for Stability." This event is not intended for the direct facilitation of contracts or immediate on-site sales, but rather to foster multilateral dialogue, expose commercial-off-the-shelf (COTS) and export-compliant technologies, and explore sustainable logistics solutions aligned with the Americas Counter Cartel Coalition (A3C) and regional operational priorities.

Key Terms & Participation Criteria Area of Responsibility (AOR): The land mass of Latin America south of Mexico, the waters adjacent to Central and South America, and the Caribbean Sea. Active Stakeholder: Commercial and defense entities that maintain existing contracts, support agreements, or fielded systems (equipment, software, sustainment services, maintenance, training, or logistics analytics) within the USSOUTHCOM AOR, or provide mature commercial solutions directly applicable to partner-nation operational challenges. Preference is extended to industries supporting multinational interoperability across multiple partner nations rather than a single nation. Representative Profile: Representatives/participants from industry must come from departments related to supply chain management, maintenance, fleet sustainment, operational logistics, engineering, or systems integration to align with the symposium's strategic logistics theme. Participants must be capable of discussing their products, platforms, and services from a lifecycle sustainment and operational logistics perspective. Partner nation participants are logisticians and operational planners by trade; substantive, practitioner-level dialogue is expected. Language Considerations: Representatives should ideally be bilingual or trilingual (Spanish/English/Portuguese), as a substantial portion of partner nation military leadership and delegations speak Spanish or Portuguese as their primary language.

Priority Technology Capabilities Sought Industry presentations and white papers should emphasize affordable, interoperable, sustainable, and export-compliant solutions designed to counter Transnational Criminal Organizations (TCOs) and address regional operational bottlenecks:

Persistent Domain Awareness & Data Fusion ("Seeing the Threat Together") Low-cost persistent surveillance (Group 1–3 UAS, tethered aerostats/drones for border and port security, commercial optical/SAR satellite feeds). AI/ML-driven multi-domain data fusion platforms (correlating AIS, radar tracks, commercial shipping manifests, and flight records to expose illicit conveyances). Unattended ground sensors (solar/battery-powered), riverine acoustic detectors, and intelligent maritime buoys. Supply Chain Security & Non-Intrusive Interdiction ("Hardening Our Defenses") Mobile and fixed non-intrusive inspection (NII) cargo/vehicle scanners, high-throughput port inspection systems, and portable chemical/spectroscopy narcotics detectors. Secure, interoperable tactical communications, low-SWaP radios, and cross-force cryptographic gateways. Supply chain integrity tools, smart tamper-evident container seals, and digital chain-of-custody tracking for critical supply corridors and precursor chemicals. Sustainable Sustainment & Modernization ("Maintaining the Edge") Predictive maintenance software, fleet telematics, and health usage monitoring systems (HUMS) supporting the Theater Maintenance Partnership Initiative (TMPI). Expeditionary and depot-level additive manufacturing (3D printing) for rapid fabrication of obsolete or long-lead spare parts. Deployable renewable energy solutions (tactical hybrid microgrids, solar-battery storage) reducing fuel logistics tails at austere outposts.
