USCG AECTS replacement system, installation, training, and support

The U.S. Coast Guard Aviation Logistics Center is seeking a factory-new Aircraft Electrical Component Test Stand (AECTS) to replace its existing system and support multiple aircraft platforms. - Government buyer: Department of Homeland Security, U.S. Coast Guard (USCG), Aviation Logistics Center (ALC), Industrial Operations Division (IOD). - OEMs and vendors: No OEM, manufacturer, or vendor is named; no make, model, or part number is specified for the replacement AECTS. - Primary item: One factory-new AECTS replacement system for H-65, MH-60T, HC-144, HC-27, C-130H, and C-130J power-generation components. - Acceptance-test equipment: The SOW lists eight starter/generator, APU, and generator units as verification units under test. Their part numbers and descriptions are listed below; they are not identified as items to be purchased. - Installation and support: Remove and relocate the existing stand; install, align, commission, calibrate, and test the replacement. Provide documentation, operator and maintenance training, technical support, annual system review and maintenance, and warranty coverage. - Notable requirements: At least one certified brand technician; hands-on training for at least four USCG technicians and four USCG maintenance personnel; technical-support response within two business days; requested on-site support arrival within 14 calendar days. - Warranty: Minimum one-year full commercial warranty covering parts, labor, travel, and software support, followed by one additional consecutive year of extended coverage. - Performance timing: No overall contract period is stated. Relative milestones include a site visit within 10 days after award and design reviews approximately 60 and 90 days after award. - Pricing: Include transportation. The solicitation does not state a quantity for the verification units or a specific AECTS part number.

Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR subpart 12.201, as supplemented with additional information included in this notice.  This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation number 70Z03826QK0000014 is issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect as of November 28, 2025, in accordance with (IAW) the Revolutionary FAR Overhaul (RFO).

The applicable North American Industry Classification Standard Code is 334515. The small business size standard is 750 employees. This is an unrestricted requirement. All responsible sources may submit a quotation which shall be considered by the agency. 

It is anticipated that a firm-fixed price purchase order will be awarded on a competitive basis as a result of this synopsis/solicitation for the procurement and installation services for an Aircraft Electrical Component Test Stand (AECTS). All offered pricing shall include transportation.

The attached Statement of Work (SOW) provides a detailed description of the work to be performed by the successful offeror. Concerns having the expertise and required capabilities to provide these services are invited to submit offers in accordance with the requirements stipulated in this solicitation and its’ attachments.
