The U.S. Coast Guard is seeking a specific Rolls-Royce Solutions filter element for Fast Response Cutter engines. - Buyer: U.S. Coast Guard, Department of Homeland Security; Surface Forces Logistics Center (SFLC). - OEM: Rolls-Royce Solutions GmbH; the solicitation requires the brand-name item. - Requested item: 30 fluid filter elements, part number XP00A36400125, NSN 2910-12-428-4186, for the fuel conditioning plant filter insert in the main diesel engines of 154 Fast Response Cutters. - Requirements: Each item must be packaged individually, cushioned in a suitable double-wall fiberboard box, and marked and bar-coded to specified military and industry standards. This is a combined synopsis/solicitation for commercial items prepared in accordance with the FAR Overhaul Part 12 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Offers are being requested, and a separate written solicitation will not be issued.

Solicitation 70ZU0127QBRO017 is issued as a Request for Quotation (RFQ)

This solicitation incorporates provisions and clauses by reference.  Full text of provisions and clauses may be accessed electronically at www.acquisition.gov.

This acquisition is set-aside for small business concerns. 

This acquisition is Brand Name Mandatory.  Brand name part is mandatory to be considered for award.  

The U.S. Coast Guard, Surface Forces Logistics Center (SFLC) intends to award a Firm Fixed Price Purchase Order. No down payments or advanced payments will be made to the awarded vendor.

Award will be made on a Best Value Basis as result of this synopsis/solicitation.  All responsible sources may submit a quotation, which if timely received, shall be considered by this agency.  Best Value will be evaluated by who meets all technical requirements, who meets our required time frame and by price.

INDIVIDUALLY PACKAGED IN ACCORDANCE WITH MIL-STD-2073-1E METHOD 10, CUSHIONED AND PACKED IN AN APPROPRIATELY SIZED ASTM-D5118 DOUBLE-WALL FIBERBOARD BOX. FAILURE TO MEET THE PACKING, PACKAGING, MARKING AND BAR-CODING REQUIREMENTS WILL RESULT IN WAREHOUSE REJECTION AND ITEMS WILL BE SHIPPED BACK TO VENDOR. MARKING IAW MIL-STD-129R EXCEPT BAR CODED IAW ISO/IEC-16388-2007, CODE 39 SYMBOLOGY.

IF VENDORS CANNOT INDIVIDUALLY PACKAGE, PACK, MARK AND BAR-CODE AS REQUIRED, VENDORS MAY USE A THIRD PARTY TO PACKAGE ITEMS AS REQUIRED IF NECESSARY. PROVIDE ADDITIONAL COST WITH QUOTATION. ITEMS THAT ARE NOT INDIVIDUALLY PACKAGED WILL NOT BE RECIEVED BY THE WAREHOUSE AND WILL NOT BE ACCEPTABLE.
