TCAT Jackson is seeking a unified adaptive learning platform for general education, transfer, workforce, and certification programs. - Buyer: Tennessee Board of Regents (TBR), Tennessee Colleges of Applied Technology, through Tennessee College of Applied Technology Jackson (TCAT Jackson). - Requested platform: One-year access for an adaptive learning and mastery-based remediation platform; no part number or proposed OEM is identified. The anticipated enrollment is a planning estimate, not a guaranteed quantity. - Identify learner skill gaps, assign targeted remediation, reassess and adjust learning paths, and require demonstrated mastery before advancement. - Provide analytics from learner through institution levels and support faculty-configurable content and review of results. - Support both general-education/transfer coursework and workforce and industry-certification preparation in one platform and student account. - Integration and access: LTI 1.3 or the specified equivalent and single sign-on are required. Learners must be able to access assigned courses on mobile devices through a link or QR code; a D2L course link is preferred. Automated roster provisioning, Banner integration, D2L grade synchronization, and automated analytics exchange are not required. - Named products and vendors: No proposed platform vendor is named. D2L Brightspace is the primary LMS; Cengage is used extensively in healthcare programs; Microsoft 365 supports institutional authentication; and Banner is the student information system. These are existing systems, not requested products. - Submission and data requirements: Provide a current HECVAT, VPAT ITI Edition 2.1 or later, and agreement to TBR’s Data Privacy Agreement. Platform data must remain in the United States. Bidders must provide a comparable college-level case study, quantified outcomes, comparable-scale usage evidence, and disclose material differences from the proposed solution. Transparent AI and data practices are expected. - Pricing and services: Price annual software licensing, maintenance and support, implementation, operational training, and supplemental training; explain scalability and identify optional features, configuration needs, and additional costs. The platform should include reporting and export capabilities; these are preferred. Potential expansion to other TBR institutions is contemplated. - Term: Draft initial term is one year, with extensions of up to one year at a time and a maximum total term of five years. Pricing includes annual licensing; no contract value is provided.
