The City of Lancaster is seeking a consultant to evaluate whether its traffic signal system should transition to an Adaptive Transportation Management System (ATMS). - Buyer: City of Lancaster, Public Works Department; City Engineering is expected to lead, with Maintenance Services and Information Technology supporting. - Requested service: One ATMS conversion evaluation under RFQ/RFP No. 013-27; this is a consulting study, not a purchase or implementation of ATMS equipment. - Assess approximately 154 signalized intersections and existing signal, vehicle-detection, communications, and traffic-management infrastructure and operations. - Review vendor-neutral ATMS options, including AI-based adaptive technologies; assess infrastructure gaps and potential pilot corridors. - Analyze potential benefits and costs, and develop funding, procurement, and implementation recommendations, including a future pilot performance framework. - Deliver a final report and presentation to the City Council. - OEMs and vendors: No OEMs, technology vendors, or specific products are named in the solicitation. - Notable requirement: The evaluation is intended to inform a future decision; any ATMS pilot or deployment would be a separate procurement.
Description
The City of Lancaster seeks qualified consulting firms to evaluate the feasibility, requirements, costs, benefits, and implementation considerations of converting its conventional traffic signal timing system to an Adaptive Transportation Management System (ATMS), including AI-based adaptive traffic management technologies. The work includes reviewing existing signal infrastructure, detection systems, communications, central signal management, and traffic operations; assessing available ATMS technologies; and identifying possible pilot corridors. The consultant will evaluate anticipated costs and benefits and develop a funding, procurement, and implementation strategy. The evaluation is intended to inform whether an ATMS is appropriate and, if so, provide a path toward pilot deployment and potential future expansion.
