Description

The Millvale LPP was constructed by U.S. Army Corps of Engineers (USACE) in 1980 under the authority of Section 205 of the Flood Control Act of 1948 as amended. The project consists of about 6,200 feet of channel improvement including concrete gravity retaining walls, concrete wall supports, anchored concrete toe blocks, concrete cap walls, stone-filled gabion mattresses, flap gates and access ramps. The LPP is an urban Flood Control Work (FCW), and it is not a multipurpose project. Heavy rains from 1-12 April 2024 caused flooding which damaged the Project within Girtys Run, including bank erosion, shoaling, erosion of the improved channel, ruptured gabion baskets, washed-out concrete buttresses, and erosion of grouted riprap. Of particular concern are the washed-out buttresses which have migrated to the center of the improved channel, impeding streamflow. If the buttresses are not removed and stream bank improvements continue to deteriorate, there is a risk that debris will continue to accumulate and could ultimately damage the channel downstream of the impediment. To address these damages, Allegheny County requested rehabilitation assistance from USACE through the PL 84-99 program, which authorizes USACE to rehabilitate eligible Federal and non-Federal LPPs damaged or destroyed by floods. An agreement was signed on 6 August 2025 between the Borough of Millvale and USACE to complete the necessary repairs. The work is to be completed within 365 calendar days after written Notice to Proceed (NTP). The Anticipated Construction Cost is between $300,000.00 and $350,000.00. The North American Industrial Classification Code (NAICS) is 237990 - Other Heavy and Civil Engineering Construction. The Small Business Size Standard is $45,000,000.00. Any resultant award will be for one (1) Firm-Fixed-Price (FFP) Purchase Order. The anticipated award date is 22 December 2026. The basis of award will be of best value to the Government. Quotes will be evaluated in accordance with (IAW) RFO Part 13 and 36, price and past performance. The Government reserves the right to reject any quotes that exceed available funds for this requirement.
