Sole-source EOS.Web library software subscription and cloud-hosted services

The Air Force intends to obtain EOS library software and hosted services for its Technical Information Center. - Procurement approach: The 325th Contracting Squadron at Tyndall Air Force Base states it intends to solicit from one source, SIRSI Corporation; this is a sole-source notice, not a request for competitive quotes. The Government may consider responses when deciding whether competition is appropriate. - Requirement described in the attached SOW: The Air Force Civil Engineer Center (AFCEC) Technical Information Center seeks EOS.Web Integrated Library System (ILS) software and cloud-hosted services. The notice and attachment identify different Air Force offices; the attachment names AFCEC’s Technical Information Center as the user. - Capabilities: Web catalog and discovery, cataloging and circulation, electronic-resource and document management, interlibrary loan, course reserves, serials, and SIP2 self-checkout; hosted storage for electronic documents is also required. - Service and security requirements: Hosting, support, backups, upgrades and enhancements, security and redundancy, quarterly data exports, 99% availability, 24/7 customer access and technical support, and NIPRNet access under FedRAMP approval with a Department of War Authorization to Operate. - Data continuity: If EOS is being replaced, the provider must ensure compatibility or transfer and validate Government-provided EOS backup data. The SOW also calls for delivery and data continuity with contract FA4819-22-P-0004. - Unknowns: The notice provides no quantity, subscription term, period of performance, or estimated value. The attached SOW is dated September 30, 2026.

THIS IS A NOTICE OF INTENT TO AWARD A SOLE SOURCE CONTRACT AND IS NOT A REQUEST FOR COMPETITIVE QUOTES.

The 325th Contracting Squadron intends to award a sole source contact for EOS Library Subscription services at Tyndall AFB. The Government intends to solicit to only one source, SIRSI CORPORATION, under the authority of RFO 12.102(a).

The attached Statement of Work (SOW) is a drafted record specifying the services required.

This notice of intent is not a request for competitive proposals. However, all proposals received by the date of close specified herein will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
