NAB Round Bar Stock and Material Inspection Documentation for NSWCCD

NSWCCD is seeking a small-business supplier for nickel-aluminum-bronze bar stock and its inspection documentation. - Government buyer: U.S. Department of the Navy, Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Carderock Division (NSWCCD), including NSWCCD Code 808. - OEMs and vendors: No manufacturer, OEM, or vendor is named; no brand-name restriction is specified. - Product: 8 pieces of 6.50-inch-diameter nickel-aluminum-bronze (NAB) round bar stock, UNS C63200 / C632 TQ50 temper, to ASTM B150. The total required continuous length is 8.0 feet. - Documentation: Certified Material Test Reports covering physical and chemical properties, material certifications for specialty-metals compliance, and ultrasonic-testing inspection reports to the cited NAVSEA standard. CDRL A001 includes a final material inspection report; the deliverable is not separately priced. - Requirements: FOB destination to NSWCCD in Bethesda, Maryland, with at least seven calendar days’ advance delivery notification. CUI handling and distribution restrictions apply to the inspection-report data.

Description

This is a combined synopsis/solicitation for commercial products prepared in accordance with the streamlined commercial item format in Federal Acquisition Regulation (FAR) Subpart 12.6, utilizing Simplified Acquisition Procedures (SAP) under FAR Part 13.  This requirement is valued under the Simplified Acquisition Threshold (SAT) and is 100% reserved for small businesses. 

This announcement constitutes the only solicitation; quotations are being requested and a separate written solicitation will not be issued.  The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2026-1 and the Defense Federal Acquisition Regulation Supplement (DFARS) 20260702. 

CONTRACT LINE ITEM NUMBER (CLIN) STRUCTURE

* CLIN 0001:  Commercial Nickel-Aluminum-Bronze (NAB) Round Bar Stock, 6.50-Inch Diameter. 

* Description:  Alloy UNS C63200 (C632 TQ50 Temper) conforming strictly to ASTM B150.  Total continuous length required is 8.0 feet, in accordance with Minimum Specifications. 

* Quantity:  8 Each

* Pricing Arrangement:  Firm-Fixed-Price (FFP).  All commercial testing, inspection, and certification costs shall be included in the unit price of CLIN 0001. 

* CLIN 0002:  Commercial Data Deliverables - Material Certification & NDT Inspection Report (CDRL A001). 

  * Description:  Certified Material Test Reports (CMTR) conforming to ASTM B150 and Ultrasonic Testing (UT) Inspection Reports conforming to NAVSEA T9074-AS-GIB-010/271, Chapter 6, delivered in accordance with Exhibit A, Contract Data Requirements List (CDRL) A001 (DI-NDTI-80809). 

  * Quantity:  1

  * Pricing Arrangement:  Not Separately Priced (NSP). 

DELIVERY & ACCEPTANCE

* Delivery Terms:  F.o.b.  Destination in accordance with FAR 52.247-34.  All shipping, freight, and transportation costs shall be borne by the contractor, with no additional cost to the Government. 

* Delivery Location:  Naval Surface Warfare Center, Carderock Division (NSWCCD), [Insert Receiving Building / Address, e.g.,  9500 MacArthur Blvd, West Bethesda, MD 20817]. 

* Delivery Notification:  Acceptance of delivery requires a minimum of seven (7) calendar days advance notification to the Government receiving activity.

EVALUATION FACTORS FOR AWARD (LPTA / COMMERCIAL PROCEDURES)

The Government intends to award a single Firm-Fixed-Price (FFP) Purchase Order resulting from this solicitation to the responsible small business offeror whose quotation conforming to the solicitation deemed Technically Acceptable, the commercial quotation must:

Demonstrate full capability to deliver the physical, chemical, and testing requirements in Attachment 1 (Minimum Specifications), including ASTM B150 and NAVSEA T9074-AS-GIB-010/271, Chapter 6.  Confirm compliance with DFARS 252.225-7008 and 252.225-7009 regarding domestic or qualifying country melt restrictions for specialty metals.  Confirm inclusion of CDRL A001 (DI-NDTI-80809) data deliverables on a Not Separately Priced (NSP) basis.
