Rolls-Royce marine gas turbine engines, modules, and spares for U.S. Navy platforms

NSWCPD is seeking industry capability information for a planned Rolls-Royce marine gas turbine spares agreement supporting U.S. Navy vessels. - Government buyer: Department of the Navy, Naval Sea Systems Command (NAVSEA), Naval Surface Warfare Center, Philadelphia Division (NSWCPD). - OEM and vendor: Rolls-Royce is the named OEM; Rolls-Royce Solutions America, Inc. is identified in connection with the anticipated procurement. - Requested products: MT30, MT5S, MT5S-HE+, 501-K34, MT7, and 250-KS4 engines; MT30 modules; turbine blades, vanes, and assemblies; kits, containers, stands, and a digital voltage regulator. All listed quantities, part numbers, and descriptions are captured below. - Use and notable requirements: Spares are intended for U.S. Navy surface combatants and the Ship to Shore Connector. The notice anticipates other-than-full-and-open competition with Rolls-Royce Solutions America, Inc.; detailed order delivery dates will be agreed separately.

Description

This Sources Sought Notice is being issued by the The Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD anticipates a Basic Ordering Agreement (BOA) to provide spare marine gas turbines, subassemblies and parts for US Navy surface combatants and the Ship to Shore Connector. Specifications are listed in the attached Sources Sought Notice.

SUBMISSION OF RESPONSES: Respondents shall provide capability statements with specific information regarding their ability to provide the required services described in the Sources Sought Attachment.

NSWCPD will only accept unclassified, electronic submissions. Responses shall be submitted via email to jenny.e.tomeo.civ@us.navy.mil by 06:00PM EST, 20 November 2026.

Responses shall list "N64498-26-RFPREQ-PD-42-0213" in the subject line. No phone calls shall be accepted.

This notice is for market research purposes only and does NOT constitute a Request for Proposal. This notice shall not be construed as a contract, a promise to contract, or as a commitment of any kind by the Government. The Government is NOT seeking or accepting unsolicited proposals. This notice is issued solely for conducting market research in accordance with FAR Part 10 and gathering information for planning purposes.

Government WILL NOT PAY for any information received, and the Government will not compensate the respondent for any cost incurred in developing the response to this notice. The Government will not release any information marked with a proprietary legend received in response to this notice to any firms, agencies or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned.
