The USDA Forest Service is seeking small-business proposals for blowdown cleanup and timber salvage on the Pomeroy Ranger District of the Umatilla National Forest. - Government buyer: USDA Forest Service, Umatilla National Forest, Pomeroy Ranger District. - Opportunity: NZ Blowdown Cleanup, involving processing, decking, and piling windthrown trees and slash along designated Forest Service roads. The work is intended to reduce insect and disease risks and hazardous fuel loading while retaining timber value. - Services and quantities: The RFP schedule lists three activity items of 18.8, 8, and 1.2 DA (items 0001–0003). A separate schedule lists East Side processing and piling (14 days, base), East Side blowdown processing and piling (7 days, optional), and West Side processing and piling (7 days, optional). These attachment schedules are listed separately because their scopes and quantities are not clearly reconciled. - Work requirements: Contractor provides labor, equipment, tools, materials, supervision, and transportation. Mandatory roads are FSR 40-240, FSR 4027, and FSR 40-360; FSR 42-140 and FSR 46-300 are optional subject to funding. Work includes processing eligible downed green trees, decking logs at designated landings, and piling brush. The performance-work-statement summary specifies logs over 8 inches DBH, a 6-inch top DIB, and log lengths stated as 166 or 33; the length notation may need confirmation against the source document. Work is limited to specified areas and slopes under 35%. - Deliverables and timing: Daily progress reports and a final completion report with photographs are required. Work must begin within 7 or 10 calendar days of the notice to proceed, depending on the attachment. Attachments provide differing performance end dates and completion information; see the period-of-performance summary. - OEMs and vendors: No OEMs, product manufacturers, or vendors are named. No products or part numbers are requested.
