Description

This is a SOURCES SOUGHT SYNOPSIS announcement for a time sensitive action; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. UMSB Contracting has been tasked to solicit for and award a contract for Rental of load bank equipment in support of the 249th EN BAT.

A draft Statement of Work describing the requirement required has been attached. The proposed contract will be Firm Fixed Price with a period of performance from 3 DEC 2026 to 9 DEC 2026. The purpose of this DRAFT Statement of Work is to gather industry comments, suggestions, or questions before the release of the solicitation.

The applicable NAICS code for this requirement is 532490 – Other Commercial and Industry Machinery and Equipment Rental and Leasing.

The capability packages for this sources sought market survey are not expected to be proposals, but rather statements regarding the company's current and past performance in relation to the areas specified in the attached document. It is asked that interested parties respond to this sources sought synopsis by completing the attached questionnaire which includes the following information:

Name of the firm point of contact, phone number, email address, CAGE code, SAM UEI number, small business status and socio-economic status as listed in the System for Award Management and the corresponding NAICS code.

Company's technical capability to perform a contract of this scope to include, but not limited to:

Comments on the attached draft Statement of Work. Brief summary of technical capability to deliver, install, and support the required equipment listed in the Statement of Work during the specified timeframe. Does your standard 1.25 MW load bank accept a direct 4160V Delta, 3-phase, 3-wire dead break connection, or does your configuration require a step-down transformer (4160V to 480V) and additional cabling. Can your load bank derive internal control/auxiliary power directly from the 4160V source, or do you require an onboard auxiliary diesel generator / external 120V/208V power supply? Given the required operational date of December 4, 2026, what is your standard lead time for equipment mobilization, delivery, and staging? Do you provide turnkey setup, operational oversight, and teardown via certified technicians, or do you only deliver curbside equipment? Do your delivery drivers and on-site technicians possess the required credentials to access Marine Corps Base Quantico (ID)?

A rough order of magnitude estimation for the entire project.

Other Considerations: If there anything else your company believes the Government should consider prior to releasing a formal solicitation?
